Progress against the development outcomes under the Strategic Theme 3 

Diversification is rated Moderately Satisfactory. Both outcomes under this strategic theme were 

overly achieved. Despite significant increase in diversified agriculture output, further progress is 

hampered due to lack of changes in the cotton sector which uses most of the natural resources and 

is still heavily controlled by the state. The WBG is actively supporting the Government’s agenda 

of diversification of the agriculture sector away from cotton. The initial results, stemming from 

the credit lines for farmers and accompanying training, as well as IFC’s advisory services to the

agriculture sector, are very positive, but more substantial impacts are expected from the 

implementation of recently approved WBG projects in this sector.
