When I searched the usgs map locator for Alga, I got this

ALGA.

J.D. GOLDEN, ticket and freight agent and W.A. STARNER, general store > and also postmaster

Now, if you only new where these gentlemen lived you could possibly be certain if ALGA is actually STARNER'S STATION.

Appears to be midway between Mt Holly Springs (South) and Biglerville (North), West of Rt 34 that connects them and sits just over the Adams County line into Cumberland County. (Bendersville is north of Biglerville and it's north of there.)

Appears to be just East of Pine Grove Furnace at a three-way intersection. You would need a map with more detail.

This is most interesting to me as I am also tracing STARNERS, a Nathan b/c1795.

Sounds like this town was named after an Alga Starner - maybe that W.A.
Starner was William Alga Starner?
