5. THEMES AND OBJECTIVES

Within the overall vision presented in the preceding section there are a number of key themes that require specific attention in the preparation of the structure plan. These include:

* land use; built form;

* open space and civic improvements;

* movement; and

* community.


The following objectives provide a statement about what the structure plan is seeking to achieve in relation to each of these themes. These objectives guide the more detailed strategies and policies presented throughout the later parts of Part A of this report.

Land use:


* To achieve a mix of residential and employment generating uses that continues to reflect the traditional mixed use character of the area. To enable a greater mix of dwelling types e.g. houses, apartments, boarding houses and aged care facilities. The economic base of the area will evolve from more traditional industrial and service activities towards employment in the professional and business service sectors and office based employment generally.

Built form:


* To achieve a building height and built form that responds to the traditional character of the central parts of the area and to the low rise heritage qualities of Errol Street shopping precinct and North Melbourne to the north, whilst recognising the pressures for change that exist on the southern edges of the area close to Central Melbourne and to a lesser extent Docklands.
* To promote environmental sustainability in building and other developments.

Open space and civic improvements:


* To improve the appearance and amenity of West Melbourne as a place to live, work and visit. In particular, to improve the quality of public space and greening of streets throughout the area.

Movement:


* To improve the pedestrian and bicycle environment throughout West Melbourne by improving access to key destinations such as North Melbourne Station, Errol Street shopping precinct, Flagstaff Gardens, Docklands, CAD, and recreational open spaces.
* To minimise the impact of through traffic on the area and to implement traffic calming measures in local streets.

Community:

* To reinforce the already strong sense of community that exists in West Melbourne and the strong community links it traditionally has to Errol Street shopping precinct and North Melbourne. To ensure appropriate levels of access to a widest possible range of community services and facilities required by the changing population of the area.
* To investigate and provide for future needs of the community given the level of population growth anticipated to occur.

6. STRATEGIES

The following strategies have been identified to achieve the vision for the study area and the objectives for each of the key themes identified previously:


* A built height and land use transition between the Melbourne CAD and the core areas of West Melbourne which exist to the north of Dudley Street.
* Continuation of a mix of industrial, commercial, service and residential land uses throughout the area, whilst recognising that the proportion of service industrial activities may decline over time in preference for residential, office and service business uses, particularly in those areas close to the CAD that have higher levels of redevelopment potential.
* Retention and reinforcement of the character of the central part of the area north of Dudley Street, bounded by King Street, Hawke Street and the railway lines. This will be achieved by maintaining appropriate building height controls in the Planning Scheme. Character will be further enhanced by greening and landscaping those streets and providing local open space opportunities for an increasing population.
The low rise mix of residential and industrial/commercial buildings will continue, with new buildings being infill developments that complement the scale and form of the traditional building stock. This area will retain its sense of being on the "edge" of the CAD, North Melbourne and the emerging Docklands precinct.
* Retention and reinforcement of the character of the area to the north of Spencer Street, extending up to Arden Street, such as the lower rise and more finely grained pattern of subdivision and building forms, the mix of residential/industrial/ commercial uses, and the stronger links that exist between this area and North Melbourne/Errol Street shopping precinct.
* The Errol Street shopping precinct will remain the commercial and community focus for the area and opportunities to further increase the range of community services and facilities provided in and around the centre, to accommodate future needs of a changing population is warranted.
* Facilitate the establishment of a small local activity centre and local community focal point near the North Melbourne Station. This centre will be a small scale centre that will not detract from the role of Errol Street shopping precinct as the predominant centre serving the combined needs of North and West Melbourne.
* Facilitate the redevelopment of railway land on the west side of Laurens Street as a dedicated industrial area in the long term. The railway land is currently leased for rail/industrial uses. Some of the uses are heavy industrial or construction e.g. concrete batching plants that are unlikely to revert to inner City manufacturing in the medium term.
* Manage traffic movement throughout the study area to minimise the adverse impacts of through and heavy vehicle traffic on local amenity, pedestrian and cyclist safety and neighbourhood linkages.
* Improve local movement throughout the study area, especially for pedestrian/bicycle link to Docklands and to the main bicycle trails.
* Improve the amenity of the study area by greening and landscaping streets and public places, and by the provision of additional public and private open space.
* Enhance views and vistas to CAD and the west via the wide radial streets in the area.
* Explore opportunities to establish a strong sense of place within West Melbourne by the provision of improved community meeting places and/or neighbourhood access points near the North Melbourne Station.
* Pursue opportunities for the provision of affordable housing in the area consistent with Council's Social Housing Strategy.
