WASHTUCNA CONSTITUTION AND ASB BYLAWS

PREAMBLE


We the students of Washtucna High School, in order to create unity among all students, to develop leadership within the student body, and to foster a spirit of cooperation between the faculty, student body, and the community do ordain and establish this constitution for the associated students of Washtucna High School.

ARTICLE I – NAME

The name of this organization shall be: The Associated Student Body of Washtucna High School, and may be referred to as the ASB.
ARTICLE II – PURPOSE

The purpose of this organization is to promote and run all student body activities, including individual, class, recognized club activities, and to involve students.


ARTICLE III – MEMBERSHIP

All students are eligible for membership in this organization.


ARTICLE IV – COLORS

The colors of the Washtucna School District are Royal Blue and Gray.


ARTICLE V – ASB CARDS

The price of an ASB card shall be $20.00 for 6th-12th grades and $15.00 for K-5th grades. This card shall admit the holder into all ASB sponsored events.



  1. ASB cards will allow admittance to all home ASB sponsored and athletic contests.

  2. Students turning out for an interscholastic sport or activity are required to purchase an ASB card.

  3. Students who do not purchase ASB cards are not eligible as class or student officers, nor can they vote for or be chosen as homecoming royalty or class officers for the current year, nor student officers for the following year.

  4. Students without ASB cards may not attend home sporting events without paying student admission prices for each event or purchasing a season pass.

ARTICLE VI – MEETINGS

Section I - Executive Student Council (President, Vice-President, Secretary, Treasurer, and Publicity Chair) meets once a month with the ASB Advisor and Principal. Class representatives and special guest may also be in attendance.

Section II - All meetings shall be conducted according to Robert’s Rules of

Order Newly Revised Addition. The ASB should encourage members of the Student Body to participate in meetings, but also has power to hold only Executive Officer meetings.
ARTICLE VII – OFFICERS

Section I - PRESIDENT



A. QUALIFICATIONS:

    1. He/she shall have at least a 2.5 accumulative grade point average and maintain that throughout his/her year as President.

    2. He/she shall be a member of the Sophomore, Junior or Senior class.

    3. He/she shall be capable of addressing a group.

  1. EXECUTIVE POWERS AND DUTIES:

    1. He/she shall serve as chairman and representative of the organization.

    2. He/she is responsible to the principal/superintendent, faculty, and school board for the satisfactory explanation of all activities in this organization.

    3. He/she shall appoint all committees with the consent of the student council.

    4. He/she shall work closely with the ASB advisor and the principal.

    5. If he/she is unable to fulfill his/her duties and vacancy occurs in the office of the President, the Vice-President shall take this office and a new Vice-President shall be elected.

    6. He/she shall speak or announce at Preschool Graduation, 8th Grade Promotion and the end of the year Academic Awards Assembly.

    7. He/she shall be a non-voting member in school council meeting, except in the event of breaking tie vote.

    8. He/she shall to supply members and guests with an agenda prior to meetings.

Section II - VICE-PRESIDENT

  1. QUALIFICATIONS:

The qualification of the Vice-President shall be the same as those of the President.

  1. DUTIES:

      1. He/she shall be Vice-President of the student council.

      2. He/she shall preside as chairman of this organization upon the request or the absence of the President.

      3. He/she shall be a member of all ASB committees.

      4. He/she shall be social chairman and aid the President in arranging programs for assemblies and their functions as well as help with duties of the publicity chairman.

      5. If the President cannot fulfill duties due to illness, handicap, impeachment, etc. the Vice-President shall resume the post of President. Following this there will be a new vote by the student body to fill the Vice-President position.

Section III - SECRETARY

  1. QUALIFICATIONS:

The qualification of the secretary shall be the same as those of the Vice-President except it is open to all high school and incoming high school students.

  1. DUTIES:

    1. He/she shall keep a typed record of all meetings and approved disbursements for the ASB and the student council.

    2. He/she shall handle all correspondence.

    3. He/she shall type and give copies of the minutes to the Principal, Superintendent, Business Manager, ASB Advisor, and the Secretary’s notes. This shall be done within a week’s time. In addition, stapled to the Business Manager and Advisor’s Secretary’s notes will be a copy of the ASB expenditures approved for the month.

Section IV - TREASURER

  1. QUALIFICATIONS:

The qualification shall be the same as those of the Secretary with the addition of having had accounting if the class is offered. If accounting is or is not offered the succeeding treasurer will work closely with the business manager and have a training period with the current treasurer. Also, student should have a class period set aside to fulfill the duties of the ASB Treasurer.

  1. DUTIES:

    1. He/she shall work with the principal, ASB Business manager, or his/her designee.

    2. He/she shall keep record of all money collected.

    3. He/she shall account for the disbursement of money.

    4. He/she shall make a monthly financial report to the student council.

    5. He/she shall print monthly reports to go out to all clubs, and class advisors that have had current monthly receipts or disbursements as listed in the reports.

    6. He/she shall be in charge of receipting daily transactions into computer, writing checks, handing ASB Reimbursement/Payment Request forms, filling and recording documents for the whole year, and input fundraiser and events into the calendar.

  2. ASB BOOKS:

The student body treasurer books shall be kept in compliance with the State of Washington Laws: WAC 382-138.

Section V - PUBLICITY CHAIR

A. QUALIFICATIONS:

Shall be able to handle all verbal and written communication with students, school, and the community. If more than one publicity chairman is voted in, duties should be divided as follows. If not, all duties must be fulfilled.



  1. DUTIES:

  1. He/she shall pre-read and give morning announcements from the office.

  2. He/she shall make phone calls.

  3. He/she should help make group decisions.

  4. He/she should help with program planning and carrying out of these plans.

C. DUTIES:

  1. He/she shall do written communication such as signs for school sponsored activities and games, update the reader board, and report to school and community.

  2. He/she should help make group decisions.

  3. He/she should help with program planning and carrying out plans.

ARTICLE X – ELECTIONS

Section I - PRESIDENT, VICE-PRESIDENT, SECRETARY, TREASURER, AND PUBLICITY CHAIR


  1. SIGN UP:

A sign-up sheet and information regarding officer position qualifications, duties and responsibilities will be available for candidates, if they desire to run for a position.

  1. It is recommended that the candidates for ASB President and Vice- President have served at least one year on the ASB, but is not required.

  1. VOTING:

The President, Vice-President, Secretary and publicity chairman candidates receiving the most votes by ballot shall be elected.

  1. TERM:

The above mentioned officers shall be elected in May and take office in the following month of June after graduation has taken place. They will also attend the ASB meetings for the remainder of the year.

  1. Graduating seniors shall not vote in the election. Grades 8-11th will participate.

  1. TREASURER:

Treasurer is not voted upon but is appointed. He/she must follow the following criteria while in position of the treasurer.

    1. Must have received grades of a “C” or higher in the accounting class if offered.

    2. Must be recommended by the Principal and ASB Advisor.

    3. Must accomplish all duties with enthusiasm and great effort.

Section II - DUTIES AND POWERS OF THE STUDENT COUNCIL

  1. COMPLAINTS:

The student council shall discuss student problems, consider all suggestions and complaints and act in an advisory capacity in presenting them to the student body. If there is a complaint, it must be submitted in written form to the ASB Secretary to discuss at the next meeting one week prior to the ASB meeting.

  1. APPROVAL OF BILLS:

The student council will approve all expenditures paid and approve or deny any disbursements deemed unnecessary or that may not have prior approval of the student council.

  1. EVENTS AND ASSEMBLIES:

The student council shall help in planning the student body meetings and assemblies.
ARTICLE XI – CHAIN OF COMMAND

Section I - HIERARCHY OF ASSOCIATED STUDENT BODY OFFICERS SHALL BE AS FOLLOWS:



  1. PRESIDENT

  2. VICE-PRESIDENT

  3. SECRETARY

  4. PUBLICITY CHAIRMAN

(Treasurer is not included in Chain of Command due to appointed position)

Section II - THE IMPEACHMENT OF AN OFFICER



  1. GROUNDS FOR REMOVAL:

    1. In the event of an Officer of the Associated Student Body breaking student code that officer will go under surveillance by designated members of the school who will then decide the outcome of that officer’s punishment.

    2. The student council may recommend by two-thirds vote, the removal of any student council officer. The student body must then act on the recommendation and the officer with be removed when the student body votes for removal by a two-thirds majority.

    3. The Principal may remove any student body or student council officer when he/she deems it advisable for the betterment of the student body. This shall be discussed with the student council.

  2. REMOVAL PROCESS:

The designated members who decide the outcome of that officer shall be made up of the principal, ASB Advisor, two faculty members and a student council member. The two faculty members and the student council member will be chosen by the Principal.

    1. He/she shall follow school rules as defined in student handbook. Violations will be dealt with by a committee of one student council representative, who will only be there to provide input and has no voting authority. A closed session will be called without student council member and a final decision will be made.

    2. The Principal has discretion to choose the committee and it will be made up of two faculty members, the ASB Advisor and the Principal.

    3. Suggested punishments include, a suggested amount of community service hours, or a time with no voting power. Punishments are taken on a case by case basis and the final decision is made by this designated board.

    4. Appeal process as described in the Student Handbook applies.

  1. REPLACEMENT OF REMOVED OR ABSENT OFFICERS

In the event of a temporary or permanent removal or absence from office of an Associated Student Body Officer, the office holder of the next position in line shall assume the responsibilities of the vacant office until elections are held to replace the vacant position.

1. A special meeting would be called with the current officers to elect a candidate for the missing position.

2. Evaluation of current ASB members should take place to determine a list of who might be a qualified candidate.

3. Students then will be contacted about the position and determine if they want to be on the ballot.

4. Elections by ballot then will take place.
ARTICLE XII – AMENDMENTS

Section I - All amendments shall be prepared and posted one week before final

discussion and vote.

Section II - All amendments must be passed by a two-thirds vote of the student council

and each ASB Representative from each class and organization should be present.
ARTICLE XIII – RATIFICATION AND APPROVAL

Section I - This constitution shall become effective upon the ratification, by a majority

vote, by the student council of Washtucna High School.

Section II - This constitution and any or all of its provisions are subject to revocation or

change by the School Board of Washtucna School District, and

by the Superintendent or High School Principal, after discussion with the

student council.
ARTICLE XIV – MEMBERSHIP IN ORGANIZATIONS

Student organizations having purposes and activities consistent with the educational program of Washtucna School District are encouraged. Such organizations must be approved by the school administration according to an administrative procedure which takes into account the proposed group. Membership shall be limited to students enrolled in the school. Each student organization shall have a sponsor approved by the administration. All funds shall be deposited in a duly established student activity account of the school and all transfers of funds to or from any outside organization must be approved by the administration. Activities of approved student organizations are considered part of the total school program and, as such, are subject to the same standards as the curriculum itself with respect to such matters as physical safety, educational or cultural value, intellectual honesty and freedom from political or ideological partisanship.

School organizations shall be open to all students in the school regardless of race, creed, or national origin in accordance with purposes and activities as established in the charter.

Any organization which, in the opinion of the administration, fails to meet stated objectives shall be placed on probation and informed as to the cause. Failure to correct the cause may result in abolition of the organization.

Section I - STUDENT BODY

All students of Washtucna High School shall be voting members of the

Associated Student Body of Washtucna High School if they have paid dues and are not in a probationary period for a discipline issue.

Section II - CLASS/CLUBS

All members of the Washtucna High School shall be members of one of the classes at Washtucna School. All students enrolled in class are the only ones eligible to vote in that club.

Section III - ORGANIZATIONS

All organizations must be approved by the Principal of the school before being brought to the ASB by a student and potential member of the organization and it must be voted on by ASB officers. All students enrolled in an organization are the only ones eligible to vote in that organization.

Section IV - NATIONAL HONOR SOCIETY

All students have to have a minimum of a 3.5 GPA as a Sophomore, Junior or Senior to become a member of the National Honor Society; and keep a 3.0 GPA the rest of their membership. A list of those students that meet the grade point requirement will be given to the high school faculty. The students are chosen on scholarship, service, leadership, and character. All students enrolled in an organization are the only ones eligible to vote in that organization.

Section V - CHARTERED CLUBS

The clubs chartered by the ASB as follows: Senior Class, Junior Class, Sophomore Class, Freshman Class, 8th Grade Class, HS Cheer Club, JH Cheer Club, Band Club, FFA, Honor Society, Football Club, Track Club, Softball Club, and FBLA.


              1. Each year clubs must submit a member list including officers and members to the ASB Secretary. Preferably this might be done within the first four weeks of the school year.

Section VI - ESTABLISHMENT AND OPERATION OF STUDENT ORGANIZATIONS/CLUBS

Procedures for the establishment and operation of student organizations are as follows:



  1. Application for charter will be made to the administration through the appropriate advisor. This will include a statement of objectives.

  2. Application must have administrative approval in order to proceed.

  3. Within four weeks of the beginning of school or within four weeks of a charter being approved, a list of all members with club officers identified will be filed with the office through the appropriate advisor. Failure to do this may result in cancellation of the charter.

  4. CHARTERING:

The student council shall charter all school student clubs.

  1. If a new club wishes to be chartered, a student of the district who

Has paid their ASB fee for the current year may submit a written request to the ASB Secretary and attend the next regular scheduled monthly meeting.

2. The written request will then be discussed and voted upon.

3. If written request, and motion has passed, is carried the club will be chartered and will be considered a club of the Washtucna ASB.
ARTICLE VII - FUNDRAISING/STUDENT ACITIVITY REQUESTS

All activity requests and fundraising has to be approved by the ASB prior to the activity and/or fundraising taking place. To request approval, students and their advisor must fill out an ASB request form at least two weeks prior to the first day of the activity or fundraiser taking place.

Section I - POP/CANDY MACHINES

The funds attained through the pop machines go fully to the ASB/General Athletics. All candy/pop/miscellaneous items machines are to have 50% of their profit go to the ASB and 50% go to General Athletics.

Section II - SHACK

A. The ASB and the individual classes run The Shack (concession stand). This means that individuals from the classes must be present at all times whenever the shack is open to the public. There must be at least two students and/or an adult in the shack at all times, and they must have an adult (advisor/approved parent) on the premises. The shack is owned and managed by the ASB, and this secures 10% of the total profit towards the ASB, and another 10% goes to athletic funds as compensation for renting the shack, for a total of 20% of profit funds withdrawn.

B. Typical beverages that can be sold in the concession stand are as listed but not limited to: Pepsi (Original/Diet), Mt. Dew (Original), Sunkist Orange, Mug Root Beer, and Water. Lots of beverages options help make a greater profit.

Section III - SENIOR FUNDRAISING

Seniors have the first right to refusal on things they have traditionally done as a fundraiser. Other classes may do additional fundraisers. If seniors do not want a traditional fundraiser, other classes may claim the fundraiser for that year. The following year, the fundraisers will return to the seniors as an option.

Section IV - OTHER FUNDRAISING



  1. Other fundraisers traditionally done for three consecutive years by classes or clubs will remain as the class or club fundraiser, and may not be taken by the senior class or any other class or club.

  2. Each class (the freshman through seniors), is requested to do at least two fundraisers throughout the year. For example, one of which can be a basketball feed, and the other needs to bring in at least $300 of profit.

  3. Keep a fundraiser file for each fundraiser and keep a record of all paperwork used during the fundraiser.

  4. Classes that have the right to raise funds are the 8th grade (which have the privilege to begin fundraising for their senior trip), as well as the Freshman, Sophomores, Juniors, and Seniors.

  5. The 7th grade class is NOT allowed to raise funds. Although our sister school Lacrosse allows their seventh graders to fundraise, the Washtucna ASB believes it would be in the best interest of the seventh graders if they focused their time on scholastic enhancement and academic growth, not on raising money for a trip that would occur in another 5 years.

Section V - FOOD

A. Food is considered meat or any other food that is not pre-packaged and has not been unwrapped since shipment. (Food if sold must have a food handling permit if sold on football field.) This is different from a food handler’s card, and the permit is for the ability to serve food. A permit is to be purchased per event by class or club holding the event.

B. A person with a food handler’s permit must be present at all times during sale. All food that is prepared to be sold at games must be made in the school cafeteria. In order to prepare food in a room besides the cafeteria, the principal must first be notified, then the health department.

Section VI - RAFFLE



  1. If selling tickets, use pre-numbered tickets and track beginning and ending numbers.

  2. Keep a fundraiser file for each raffle and keep a record of all paperwork used during the raffle.

  3. No gambling/raffles unless you have certain permits. Check before you have event.

  4. If donating proceeds to charity, you must post the charity at the event and on all fundraising forms and flyers. Track separately in another account until fundraiser is over and check is written.

  5. Incentives must be determined beforehand, and defined on ASB activity approval form; students cannot receive cash and flyers but can receive de minims. De minims means that the incentive that students may receive is something that cannot be sold (i.e. a trophy is an acceptable incentive).

Section VII - ASB, SENIOR TRIP PREPARATION

A. In order for the senior class to be organized and prepared for the senior trip, the senior class must prepare a list of planned fundraising for the current year and hand it into the ASB by September 30. This list should be typed and should include the approximate dates for each fundraising event. All events do not have to occur, just the ones that are planned and carried out. This applies to other classes or clubs as well, if deemed necessary.

B. As well as presenting a list of planned fundraising events for the year, the seniors will also approach the ASB with an overview of their senior trip. It would occur in the October meeting and the purpose of this presentation would be for the seniors to receive recommendations from the ASB officers, NOT for approval or denial of their plan. The senior trip plan should include a basic idea of their destination and costs needed to go on the trip.

C. Before the senior class presents the senior trip outline to the School Board, they will present their final plan to the ASB and the Principal during the November meeting. The Principal and the ASB will then have the power to approve or deny the plan due to the fact that the senior class is spending their funds out of the ASB accounts, however, the ASB will not hold final verdict.
