conditions for the long-term economic development of the region and the strategic
development of the region's economy by various other types and businesses interested in the
strategic development of the region. In the process of strategic analysis of regional
economic development, collection of data necessary to justify the new strategic choice of
the region, setting its economic development goals for the considered future and
implementation of development procedures, management decisions are made to achieve
them.
The methodology of strategic analysis of the results of regional economic development
is design to study the methods of conducting relevant analytical work, which can be
consider as methods of knowledge based on a certain set of general knowledge (principles).
In relation to the understanding of analysis methods, two cases need to be consider. First, a
methodological approach to strategic analysis of the results of regional economic
development requires initial knowledge, which may be unscientific, obtained because of
trial and error. Second, any methodological approach based on some general knowledge is
thus associated with certain philosophical directions [3].
In philosophy, the methodology of scientific knowledge is define as a system of
principles and methods of organizing and constructing theoretical and practical activities, as
well as teaching about this system. Further, based on this definition, the methodology of
strategic analysis of regional economic development can be describe as a set of ideas on the
basic principles and methods of implementation of the type of analytical work under
consideration.
The object of strategic analysis is to know the important features of the development
of the regional economy, which is a key condition for the effectiveness of analytical work.
Different approaches can been used to study such features.
The historical approach is aim at studying the genesis of the regional economy, the
driving forces and factors of its formation and development. In turn, the regional
development strategic analysis of the results of the structural-functional approach to waste
the regional economy, its features and because of objective conditions necessary creates a
change in their dynamics and cause-effect relationship.
The use of a systemic-functional and systemic approach from the historical approach
allows us to connect the emergence of a new quality in the development of the regional
economy with changes in its structural and functional organization, to understand the laws.
The system of scientific principles should be follow in conducting a strategic analysis of the
development of the regional economy. Among the key ones, we emphasize things like
purposefulness, consistency, complexity, efficiency.
Adherence to the principle of expediency means that the whole set of analytical work
must be “tuned” to solve very specific problems of synthesis. Fulfillment of this condition
allows you not to engage in the collection and processing of “secondary” data, often to the
detriment of the dice.
The next principle in the work on strategic analysis of the results of regional economic
development is the principle of consistency. Following this, in particular, means considering
the regional economy – the subject of the region as a high-level subsystems. At the same
time, the economy of the region, for example, operates as a hierarchical system with a
higher hierarchy than located in its territory, which must be take into account when
conducting the analysis.
One of the above-mentioned basic principles of strategic analysis of regional economic
development - expediency and consistency - applies to the goals and objectives of analytical
