blockchain technology. DFS can thereby contribute to reducing the financing 
gap in Uzbekistan. Because DFS is relatively new in the country, efforts will be 
required to enhance SMEs’ financial (digital) literacy so they can use DFS.
4.4. Government Efforts Toward Inclusive and
Private Sector-led Growth
4.4.1. review of private sector development and financial
sector reforms 
Since the new government administration started in December 2016, 
Uzbekistan has launched a multitude of policy measures that accelerate the 
liberalization of the market-based economy. In February 2017, Presidential 
Decree No. 4947, About the Strategy of Actions for Further Development 
of the Republic of Uzbekistan, includes a national development strategy 
comprising five policy priorities: (i) governance and public administration; 
(ii) rule of law and the judicial system; (iii) economic development;
(iv) social development; and (v) security, tolerance, and foreign policy 
(Table 4.2).
