Turin Polytechnic University in Tashkent 
was established in 2009 in partnership 
with Politecnico di Torino (Turin, Italy). It offers technical undergraduate programs 
in mechanical engineering, energy engineering, industrial and civil engineering and 
architecture, and information technology and programming in industry. In 2015, 
the university began offering a master of science in mechanical engineering. The 
programs collaborate closely with technical industry leaders such as MAN Auto-
Uzbekistan, Siemens Uzbekistan, UzCLAAS Agro, Guhring Uzbekistan, Hexagon 
Metrology, General Motors Uzbekistan, General Motors PowerTrain Uzbekistan, 
and Samarkand Auto.

79,800 students in the total cohort of 174,500 higher education students. 
The number of part-time programs offered was reduced in the following 
decade, when evening and correspondence courses were phased out, 
bottoming out in 2014/15 with only 300 part-time students. In 2017/18, 
however, universities resumed offering part-time programs, and enrollment 
increased sharply, with over 10,000 students admitted to study part time. 
Despite its high primary and secondary enrollment rates, the country’s gross 
enrollment rate remains below 10% at the tertiary level, suggesting that access 
to higher education remains a challenge for many (Figures 3.5 and 3.6). 
Student admission quotas and higher education fees are centrally determined 
in collaboration with ministries, the private sector, and other stakeholders, and 
universities have little or no say in the matter (World Bank 2014). However,

Inha University in Tashkent
was established in 2014 cooperation with Inha 
University of the Republic of Korea. Inha admits 250 students to its School of 
Computer and Information Engineering and 80 students are enrolled in its School 
of Logistics. Inha collaborates closely with local information technology start-ups, 
industries, and international companies such as Huawei and Samsung. They host 
events and programs in math and coding.
