1. Context
In 2015, the share of agriculture in Gdp was 15.4%.

in agriculture,
forestry, and fisheries declined between 1999 and 2016 (36.2% vs. 27.4%,
respectively).

this decrease was largely due to the higher-paid jobs in manufacturing favored
by men, and to labor out-migration. Between 2014 and 2016, women’s share of employment in
small and micro businesses (including farms) slowly increased (21.7% vs. 22.5%, respectively).

Moreover, women have increased their presence in trade and hospitality services (e.g.,
catering
and restaurants) to 22% since 2000.

2. Government Commitments
articles 169, 175, and 178 of the Strategy of actions for 2017–2021
provide for agriculture
modernization and for adB loan expenditure ($150 million each for the export of horticulture
production and for the establishment of an import substitution fund).
Vital reform processes
relate to key players in the sector (the Ministry of agriculture
and Water Resources, and
