72. Can all victims in a situation participate in the proceedings?
The judges review applications on a case-by-case basis and decide whether or not the applicant is
entitled to participate in proceedings before the ICC and at what stages.
73. Do victims have to travel to the seat of the Court in The Hague?
Generally, victims do not have to travel to the seat of the Court if they do not wish to do so. Their legal
representatives present their views and concerns to the Court.
