Foreign governments, international 

organizations, as well as under their 

control persons, including those created 

in the territory of the Russian Federation 

shall not perform any transaction 

entailing the establishment of control 

over Russian business entities engaged 

in at least one of the activities of 

strategic importance for defense and 

national security. 

Foreign investors or group of persons 

shall submit to the competent authority 

information about purchasing 5 or more
