Members Present: Mrs. Valerie Scarborough Chairperson, Mr. Mike Conklin, Mr. Neil McIver, Mr. Armand Girouard, Mr. Bill Bolton
Others Present: Mr. Paul Freitas, Town Administrator
6:00 pm. Mrs. Valerie Scarborough called the meeting to order and Mr. Armand Girouard led in the Pledge of Allegiance.
Approval of Minutes:



                • Mr. Mike Conklin made a motion to approve the minutes; seconded by Mr. Neil McIver. All in favor.

  • Sept. 8, 2014 Non-Public Work Session

  • Mr. Bolton made a motion to approve the minutes, seconded by Mr. Armand Girouard. All in favor.

  • Sept. 8, 2014 BOS Minutes

  • Mr. Conklin made a motion to approve the minutes; seconded by Mr. McIver. All in favor.

  • Mr. Bolton made a motion to approve the minutes; seconded by Mr. Conklin. All in favor.

  • Sept. 8, 2014 Non-Public Special Meeting Minutes

  • Mr. Girouard made a motion to approve the minutes; seconded by Mr. Conklin. All in favor.

Mrs. Scarborough announced that the Board receives the minutes to review, prior to approving them.
Announcements:

The following announcements were made:



  • The Select Board will meet on the following dates:

  • Regular meetings – 6:00PM: Tuesday, Oct. 14th, 2014, and Monday, Oct. 27th, 2014.

  • Work review sessions prior to the regular meeting will start at 5:00PM

  • Tentative Work Session September 29, 2014, as needed

  • Town Offices will be closed Monday, October 13, 2014 in observance of Columbus Day


All of the above meetings will be held in the Town Hall, unless otherwise posted

  • Weather observations for the month of August are available in the Town Hall.

  • Citizens wishing to be listed on the Select Board’s Agenda should notify the Town Hall before 12:00 PM the Friday before the scheduled meeting.

  • Pemi-Baker Solid Waste District 2014 Household Hazardous Waste Collection will take place Saturday, Sept. 27, 2014 from 9:00 am to Noon, at the Plymouth Recycling Center; 56 Beech Hill Rd.

  • NH DOT will be performing rail crossing repairs on Rte 175A October 1st and 2nd. During those 2 days only one lane will be open for traffic. The detour routes will be Green Street and route 3.

  • Town offices will be closed Monday, Oct. 13, 2014 in observance of the Columbus Day holiday.


Updates and Recommendations:

  • Senator Forrester gave a Legislative update. She is in her second term as Senator of District 2 and represents 27 communities. Over 700 bills were heard during 30 sessions. Main issues involved health care, infrastructure, energy, and some municipal issues. A 4.2 cent gas tax was passed, which will bring in $305K to Plymouth over the next 18 years. Senator Forrester announced that she is running for office again. A brief question and answer period followed. Senator Forrester will tour the district with the Commissioner. She will be at the Plymouth Senior Center on Oct. 6, 2014 about noon. Topics for discussion will include Medicade and the Affordable Care Act.

  • Mr. Paul Freitas thanked the Senator for being instrumental in allowing the Town of Plymouth and other Towns to attend the Emergency Management Summit at no cost.


Personnel:

  • Highway Department Manager Joe Fagnant, gave a brief overview of the qualifications to hire Robert Haney to fill the full time Highway Worker position, starting Oct. 6, 2014. Mr. McIver made a motion, seconded by Mr. Bolton, to hire Robert Haney for this position. All in favor.

  • Mr. Fagnant asked to discuss 2 purchase orders, one for highway and one for recycling.

    • Mr. McIver made a motion to accept the purchase order for R&D Paving for up to $125,000.00 for road repairs, seconded by Mr. Conklin. All in favor.

    • Mr. Conklin made a motion to accept a purchase order for R&D Paving for up to $15,708.00 for entrance work and road repairs leading to the Recycling Center, seconded by Mr. Bolton. All in favor.


New Purchase Orders:

  • Fire Chief Casino Clogston and Deputy Tom Morrison discussed the details pertaining to a purchase order for a Fire Extinguisher Trainer package from Bullex in the amount of $9,998.00. Mr. Conklin made a motion, seconded by Mr. Bolton to approve this request. All in favor.


Committee Reports:

  • Mr. Girouard attended the Plymouth Regional Chamber of Commerce meeting. Collaboration with other chambers is being pursued, with Plymouth Regional Chamber of Commerce becoming a “Central” chamber. Oct. 4, 2014 there will be Friends of the Arts and NH Music Festival in the downtown area.

  • Mr. Bolton attended a Planning Board meeting. A minor one lot subdivision was discussed. The Conservation Commission has been busy blazing trails. Part of an Eagle Scout project has been the blazing and clearing of trails, Plymouth Mountain in particular. Mr. McIver mentioned that he is looking into an invasive species proposal and will be meeting with a professor from the University.

  • Mr. Conklin reported that the Co-op has a preliminary plan for the next phase of street light replacement. It is hoped that the work will be completed before winter.

  • Mr. McIver attended a Plymouth Village Water and Sewer meeting. Jason Randall was hired as District Superintendent. The solar installation at the plant is on hold, awaiting a shore land permit. There was a brief discussion regarding the water main break that occurred last winter. $182,093.00 was spent to clean up the area of Rte. 3 and exit 26. An EDF grant was awarded the District for $150,000.00, with the District being responsible for $32,000 of the cost.


New/Other Business:

  • Mr. Girouard addressed the permitting fees associated with various functions that may take place within our community. Extra services that may be needed for an event need to be paid for. There needs to be more consistency with fees, perhaps a uniform impact fee. Mrs. Scarborough suggested that Mr. Girouard form a sub-committee to check into the permitting process and report back to the Board. Oct. 4, 2014 will be Plymouth Friends of the Arts/NH Music Festival in the down town area.


Public Comment:

  • Mr. McIver announced that the manager of the Plymouth Municipal Airport, Colin McIver has been approved funding for an airport study.




  • 6:50 PM Chairperson Scarborough asked for a motion to adjourn. Mr. Bolton made a motion, seconded by Mr. Conklin, to adjourn the meeting. All in favor.
