Scientific novelty of the research
consists of the following: 
the concept of "innovative cluster of pedagogical education" (definition, 
classification, directions, principles) and the theoretical basis for the integration of 
education, science and industry through the cluster as a scientific and pedagogical 
problem has been improved on the basis of the classification (according to the form 
of relations, according to the structure of cooperation, according to the nature of 
the activities of the participants, according to the nature of the occurrence, 
according to the type of main resource, according to the presence of a geographical 
component) of cluster areas (organization of education, creation of educational 
tools, education-science-production system, education management); 
based on the priority tasks of the educational policy implemented in our 
country, the structure and principles of the innovative cluster of pedagogical 
education (subjects, directions and implementation processes) have been 
developed: natural connection, consistency and continuity, consistency, modernity, 
orientation, common goal, specific interests, principles of mutual control;

the methods of organizing interaction between educational institutions 
(agreement, practical empathy, methods of preserving the reputation of a partner, 
mutual complementarity, rejection of social discrimination) through an innovative 
cluster of teacher education based on the priority of research created to ensure 
consistency and continuity in education and based on the scientific and practical 
aspects of compatibility of these areas of activity; 
In line with the content (definition, description, signs of innovation, directions 
of activity, purposes and tasks) of concepts of “Innovative Cluster of Pedagogical 
Education”, “School-Laboratory Innovative Experimental Platform”, “Modular 
Preschool Education Laboratory”, the system of increasing efficiency in certain 
areas of activity through the involvement of the scientific potential of higher 
education institutions in preschools and secondary schools has been improved on 
the basis of mobility and rapid feedback (mutual control, seminar-practicum, 
questionnaire, expert sheet); 
reading literacy of pupils in secondary education schools through the 
innovative cluster of pedagogical education (PIRLS requirement): the 
methodology for developing skills in understanding, using, reasoning and 
expressing the content of the text has been improved in accordance with the 
international PISA assessment program.
