You can find the clues for the right order in the verb forms, time expressions. Overall context is also gradually built up by associating

 Gradually lead participants to the conclusion that there is never complete certainty about the future in the same way as there is certainty about the present and the past, which is why we need modal auxiliaries because they express our attitude towards the future. It is generally believed we cannot dictate the future. So it is misleading to refer to ‘the future tense’.
