What would be the advantage of a flows approach and how do we proceed?
If we just look at current conditions, any project that appears ‘relatively’ harmless is deemed good 
enough. Mapping the resource flows through an existing facility in a retrofit, or the site of a new 
building in relation to the surrounds, can enable ecological issues and past impacts to be identified 
and addressed. Similarly, mapping environmental flows through the wider site context, both before 
urbanization and at present, can enable the designer to see ways in which the development can support 
the urban ecology and bioregion. The focus on environmental flows could help shift the emphasis 
from assessing the impacts of (conventional) alternatives to using and enhancing the free services of 
natural systems for human purposes. Design for eco-services would foster urban ecosystem functions, 
as well as ‘surplus’ ecosystem goods and services. By comparing the bio-physical impacts of existing 
development to pre-development or natural conditions, ideas for restoration and enhancement may 
be stimulated (ie biomimicry on a regional scale). To develop a systems mapping re-design method 
(SmartMode), then, we need new systems of analysis that establish the ecological baseline, or what 
we will call ecological transformation (ET) analysis. We also need to analyse resource transfers and 
their effect on the public estate, which we will call resource transfer (RT) analysis. But first, issues 
pertaining to project analysis, sustainability assessment and environmental reporting are taken up 
in the following section. They show the need to move from an input–output to a flows approach at 
the policy level as well.
