3. State Fund for the Promotion of Employment of the Republic of
Uzbekistan.
The State Fund for the Promotion of Employment of the Republic of
Uzbekistan was established as part of the Ministry of Labor and Social Protection of
the Population of the Republic of Uzbekistan to finance measures to implement the
state policy in the field of employment of the population and the effective operation
of regional (city) employment promotion centers.
The main tasks of the Employment Promotion Fund are:
- implementation of state guarantees of material support for the unemployed;
- financing the maintenance of employment promotion centers;
- providing loans to preserve and create new jobs by opening credit lines in
commercial banks;
- financing the costs associated with
the employment of citizens, the
development of standards for labor, employment and social protection, conducting
sociological surveys.
The funds of the Employment Promotion Fund are formed from:
- compulsory deductions of enterprises, institutions, organizations from the
wage fund in the amount established by the Cabinet of Ministers of the Republic of
Uzbekistan, with the attribution of these costs to the cost of production;
- subsidies from the funds of the republican and local budgets in the amounts
determined by the Cabinet of Ministers of the Republic
of Uzbekistan and local
government bodies when forming the corresponding budgets;
- the amounts of financial sanctions and accrued penalties imposed by local
labor authorities in accordance with the established procedure for violation of the
requirements provided for by law;
- percent of credit lines opened by commercial banks for lending to small
businesses to
create additional and new jobs;
- voluntary contributions from legal entities and individuals, including foreign
ones;
- other receipts in accordance with the legislation.
At the expense of the Employment Promotion Fund, the following is carried
out:
- financing of work on vocational training, advanced training and retraining of
persons registered in employment promotion centers as job seekers and having the
status of unemployed;

- payment of unemployment benefits, compensation in connection with
voluntary relocation to work in another locality at the
suggestion of employment
assistance centers and material assistance to the unemployed in accordance with the
law;
- financing of paid public works in the manner prescribed by law;
- partial financing of measures to create specialized jobs (industries) for the use
of the labor of disabled people and other categories of citizens in need of social
protection;
- maintenance of employment promotion centers, construction and
reconstruction of buildings for the placement of
bodies for labor and social
protection of the population of all levels (with the exception of district and city
departments of social security), the implementation of their material and technical
support, equipping with computer, duplicating and other necessary equipment;
- carrying out information and reference and advertising and publishing work;
- financing the development of normative, methodological
and instructive
materials on demography, employment and social protection of the population, labor
protection, regulation of labor relations, rationing and wages;
- organizing and conducting, in accordance with the established procedure, at
the republican and territorial levels of sociological surveys, questioning certain
groups of the population on employment issues;
- creation of republican and territorial information systems of the
labor market
and the development of their software, including the acquisition of technical means;
- financing the costs associated with the provision of assistance to the
unemployed population, including the promotion and provision of counseling
services for employment;
- financing of international cooperation on problems related to employment of
the population;
- financing the costs associated with the implementation
of international
projects and agreements on the export of labor, the organization of employment and
the provision of social protection for citizens of the Republic of Uzbekistan sent to
work abroad;
- commercial and self-supporting activities aimed at reproducing the funds of
the Employment Promotion Fund and directly promoting the employment of the
population, the creation of enterprises of various forms of ownership and
management;
- provision of short-term and medium-term loans through credit lines opened
by commercial banks, economic entities, including small businesses, dekhkan and
farms, family businesses, as well as individual entrepreneurs to create new jobs on
the basis of payment, security and repayment in in the manner prescribed by law. At
the same time, loans from the Employment Promotion Fund are provided on a
priority basis and at the suggestions of the Ministry of Labor and Social Protection
of the Population, its territorial head offices in the territories of priority job creation,
remote,
hard-to-reach and border areas, regions with a tense situation and an
unfavorable environmental situation, and also for purposes related to ensuring the
