Natural resource monitoring should involve the analysis of  the following parameters:
Changes in atmospheric conditions that occur mainly as a result of  man-made disturbance 
of  the natural land surface, water circulation, etc. Monitoring such changes includes assessments 
of  the following parameters:
 
– the energy budget of  the irrigated land surface;
 
– atmospheric precipitation;
 
– exchange between surface and subsurface soil moisture, which predetermines the trends and 
rates of  hydrological and soil processes;
 
– river discharge rate.
