REGULAR MEETING
MAY 8, 2014
The Lyon County Fiscal Court met in regular session on Thursday
May 8, 2014 with the following members present: Judge Wade White, Magistrates Charles Ferguson, Buddy Nichols and Steve Cruce and County Attorney Brandon Knoth.
The invocation was given by Carl Nelson and the pledge to the flag was led by the court.
Members from Lyon County FCCLA Parliamentary Procedure Team addressed the court regarding their accomplishments and upcoming trip to San Antonio, Texas. They requested a donation to help with the expenses of their trip.
On motion made by Mag. Nichols and seconded by Judge White the court donated $500 to the Lyon County FCCLA Chapter. The vote was Mag. Nichols and Judge White voting yes and Mag. Cruce and Ferguson abstaining. The motion passed.
Mr. Don McKinney addressed the court regarding specific needs at the Lee S Jones Park with the handicap parking areas.
On motion made by Mag. Nichols and seconded by Mag. Cruce the court ask the Judge to create a bid package to help improve the handicap accessibility at the park in the areas of the ball fields and soccer fields. The vote was unanimous.
On motion made by Mag. Nichols and seconded by Judge White the court approved the April 10, 2014 minutes. The vote was unanimous.
On motion made by Mag. Nichols and seconded by Mag. Ferguson the court approved the April 15, 2014 Special called meeting. The vote was unanimous.

On motion made by Mag. Nichols and seconded by Judge White the court approved the April 21, 2014 Special called meeting. The vote was unanimous.
On motion made by Mag. Ferguson and seconded by Mag. Nichols the court approved the Road Department’s report. The vote was Mag. Ferguson, Nichols and Judge White voting yes and Mag. Cruce abstaining.
On motion made by Judge White and seconded by Mag. Nichols the court approved the 2nd reading and adoption of the proposed budget Ordinance for 2014-2015. The vote was Mag. Nichols and Ferguson and Judge White voting yes and Mag. Cruce voting no.
On motion made by Mag. Cruce and seconded by Mag. Ferguson the court removed from the table the question of fuel management. The vote was unanimous.
On motion made by Mag. Ferguson and seconded by Mag. Cruce the court approved the purchase of Bid package #1 in the amount of $9560.80 from Barrett Maintenance Inc. of Benton, KY. The vote was unanimous.
On motion made by Judge White and seconded by Mag. Nichols the question of the Carp tournament was removed from the table. The vote was unanimous.
On motion made by Judge White and seconded by Mag. Nichols the court donated $600 to the tournament. The vote was Judge White and Mag. Nichols voting yes, Mag. Ferguson abstaining and Mag. Cruce voting no. The motion passed.
On motion made by Judge White and seconded by Mag. Nichols the court approved the Resolution for Rose Hill Museum Rehabilitation Project. The vote was unanimous.

On motion made by Mag. Nichols and seconded by Mag. Ferguson the court approved the Subrecipient legally binding agreement for the Rose Hill Museum project. The vote was unanimous.
On motion made by Mag. Nichols and seconded by Judge White the court approved the Procurement Code Standards for the Rose Hill Museum Project. The vote was unanimous.
On motion made by Judge White and seconded by Mag. Nichols the court approved the Residential Antidisplacement and Relocation Plan for the Rose Hill Museum project. The vote was unanimous.
On motion made by Mag. Cruce and seconded by Mag. Ferguson the court approved the appointment of Bob Austin and Keith Young to the Lyon County Board of Assessment. The vote was unanimous.
On motion made by Mag. Nichols and seconded by Mag. Ferguson the court approved the inter fund transfers. The vote was unanimous.
On motion made by Mag. Ferguson and seconded by Judge White the court approved the transfers. The vote was unanimous.
On motion made by Judge White and seconded by Mag. Nichols the court approved the Treasurer’s report. The vote was unanimous.
On motion made by Mag. Nichols and seconded by Judge White the court approved the claims. The vote was Mag. Nichols and Ferguson and Judge White voting yes and Mag. Cruce abstaining.
On motion made by Mag. Nichols and seconded by Mag. Ferguson the court approved the Clerk’s report. The vote was unanimous.
On motion made by Mag. Nichols and seconded by Mag. Ferguson the court approved the Sheriff’s report. The vote was unanimous.

Mag. Cruce commented on the good job Swift and Staley did in Magisterial District 3 in clearing the roads.
On motion made by Mag. Nichols and seconded by Mag. Cruce the court rescinds the motions made during the April special called meeting regarding Jason Thompson’s raise, Nathan Corley’s $0.10 reduction in pay and Ronnie Lewis’s pay. The vote was unanimous.
On motion made by Mag. Cruce and seconded by Mag. Ferguson the court specifies Nathan Corley’s pay to change to $16.64 per hour and to add the 2% raise effective July 1, 2014. The vote was Mag. Nichols, Cruce and Ferguson voting yes and Judge White voting no. The motion passed.
On motion made by Mag. Cruce and seconded by Mag. Ferguson the court approved Ronnie Lewis’ pay to remain at $17 per hour until the next fiscal year. The vote was unanimous.
On motion made by Mag. Ferguson and seconded by Mag. Cruce the court approved the increase in Jason Thompson’s pay to $2.00 per hour in lieu of the 2% raise. The vote was Mag. Ferguson voting yes and Mag. Cruce, Nichols and Judge White voting no. The motion failed.
On motion made by Mag. Nichols and seconded by Mag. Cruce the court approved the pay increase of 2% for Jason Thompson effective July 1, 2014. The vote was unanimous.
On motion made by Mag. Cruce and seconded by Mag. Ferguson the meeting was adjourned. The vote was unanimous.
