The costs of medical health care are increasing all the time. Governments are finding it difficult to 
balance the health care budget. Should citizens be totally responsible for their own health costs 
and take out private health insurance, or it is better to have a comprehensive health care system 
which provides free health services for all? Discuss both views and give your opinion? 
It is true that governments are facing lot of difficulties in maintaining its financial budget due to 
exorbitant costs of medical care. While some people say that it is state’s responsibility to bear the 
medical expenses, I however believe that citizens should take private health cover to alleviate the 
financial burden of government. 
On the one hand, certain factors justify people’s perception regarding the duty of state to ensure 
the health of public.
Firstly, for any economy to show its real potential every nation needs healthy 
citizens which is only possible with the assistance of government and this can be achieved by 
providing comprehensive health care systems. Secondly, it is the right of every citizen to access 
health care system provided by state authorities as being tax payers, they always support the 
economy in a direct or indirect way so it is the responsibility of the state to make efforts for the 
wellbeing of its dwellers. Finally, there do exist some impoverished and unemployed people in any 
country who cannot afford or even ignore the expensive treatments so in this case free medical 
benefits can serve as a boon for them. 
On the other hand, I believe that denizens should be responsible of their own health.
First and 
foremost reason, it is not possible for the regime to provide free health care to everyone as they 
have to handle a lot of other sectors like education, transportation, infrastructure, employment 
etcetera and in this regard private insurance can reduce the overburden of government.
Moreover, these days it is more affordable to take any security cover as there are so many lucrative 
plans available in market due to growing competition among insurance companies.
Last but not 
least, with personal insurance , people can avail better health care opportunities from private 
hospitals and even it also improves the quality of service in public hospitals due to reduction of 
unnecessary visits.
In conclusion, no doubt some masses are in favor of getting comprehensive health care system, 
according to me it is much better to get private policies for medical treatment.
