The parliament, which is the product of human legal thinking and was born as a nationwide representative body of society, has a long history and its roots go back to the English Parliament and the Spanish Cortes in the XII-XIII centuries. The word parliament is derived from the French word meaning "to speak". Parliamentarism has undergone a great stage of development, and its true history dates back to the period of the bourgeois revolutions. Today, about 177 of the world's nearly 200 countries have parliaments, the highest legislative body. Modern parliaments differ in their structure, the scope of their powers, their social structure, their place in the political system of their countries, the order of their election, and their position.

In accordance with Article 76 of the Constitution of the Republic of Uzbekistan, the Oliy Majlis of the Republic of Uzbekistan is the highest state representative body and exercises legislative power.

The term of office of the Legislative Chamber and the Senate of the Oliy Majlis of the Republic of Uzbekistan is five years. X session of the Oliy Majlis of the second convocation (December 12, 2002) with the adoption of the Constitutional Law "On the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan" and "On the Senate of the Oliy Majlis of the Republic of Uzbekistan" the process of creating the basic legal basis for the formation of a bicameral parliament has played an important role.

Citizens who have reached the age of 25 on election day may be eligible to be elected to the current Legislative Chamber of the Oliy Majlis. This age limit is explained by the fact that a deputy must have more or less certain life experience and be able to express himself in state and public activities. This issue is almost addressed in the Constitutions and legislation of several foreign countries.

The Law on the Oliy Majlis of the Republic of Uzbekistan was adopted on September 22, 1994. A nationwide referendum was held on January 27, 2002. The Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan consists of two chambers (lower chamber, 150 deputies, 15 of which are elected by the Ecological Movement of the Republic of Uzbekistan) and the Senate (upper chamber, 16 out of 100 members of the Senate). Appointed by the President and consists of 6 members of the Senate from each administrative unit elected at the general meetings of the deputies of the relevant local council of people's deputies).

Term of office -5 years. A citizen of the Republic of Uzbekistan who has lived in the territory of Uzbekistan for at least 5 years prior to the election and has reached the age of 25 may be elected. The same person may not be a deputy of the Senate and the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan at the same time. Article 78 of the Constitution of the Republic of Uzbekistan defines the joint powers of the Legislative Chamber and the Senate of the Oliy Majlis of the Republic of Uzbekistan, consisting of 21 items.

The procedure for forming the Legislative Chamber and the Senate of the Oliy Majlis shall be regulated by the Law “On Elections to the Oliy Majlis of the Republic of Uzbekistan” adopted on August 29, 2003 in the new edition. The Senate of the Oliy Majlis of the Republic of Uzbekistan is a territorial chamber of representatives and consists of members (senators) of the Senate.
