Parliamentarism has undergone a great stage of development, and its true history dates back to the period of the bourgeois revolutions. Today, about 177 of the world's nearly 200 countries have parliaments, the highest legislative body. Modern parliaments differ in their structure, the scope of their powers, their social structure, their place in the political system of their countries, the order of their election, and their position.

In accordance with Article 76 of the Constitution of the Republic of Uzbekistan, the Oliy Majlis of the Republic of Uzbekistan is the highest state representative body and exercises legislative power.

The Law on the Oliy Majlis of the Republic of Uzbekistan was adopted on September 22, 1994. A nationwide referendum was held on January 27, 2002. The Senate of the Oliy Majlis of the Republic of Uzbekistan is a territorial chamber of representatives and consists of members (senators) of the Senate.
