Establishing a national assessment centre 
The proposal to set up a national assessment centre, the PARAKH 
(Performance Assessment, Review, and Analysis of Knowledge for Holistic 
Development), as a standard-setting body under the Ministry of Education shows the 
government is keen to provide a regular check on the education system. This can be a 
game changer aid in providing regular data for improving quality of evaluation 
system. At a time when we are racing to ensure students don’t get left behind due to 
Covid-19, this is good news. The NEP’s move to prioritize assessments can make 
India globally competitive in education, giving our students the opportunity to be out 
in front and lead the way for the rest of the world. 
A competency-based assessment structure

The NEP perceives the need to assess examination, basic reasoning and 
foundational numeracy to improve evaluations. it proposes evaluations in grades 3, 5, 
8 to ease the weight from tenth and twelfth classes board exams. the Haryana 
government, saw the advantages of such a methodology.. Setting up an arrangement 
of estimation of progress of learning results at the grade school level implied a 
wonderful improvement in understudy competency in only a couple of years.
This included preparing educators to instruct as per the competency structure 
produced for each evaluation Further, the managerial framework was outfitted to 
utilize this total information to investigate in blocks/schools/study halls where 
youngsters were discovered to be behind the normal levels.
Analysis 
The proposition to set up a public evaluation place i.e. the PARAKH 
(Performance Assessment, Review, and Analysis of Knowledge for Holistic 
Development), as a standard-setting body under the Ministry of Education shows the 
administration is quick to give an ordinary mind the instruction framework. When we 
are trying to ensure that the students don't get behind due to Covid-19, this is 
uplifting. The NEP's transition to organize evaluations can make India internationally 
serious in instruction, allowing our understudies the chance to be out in front and lead 
the route for the remainder of the world. Thus we can conclude that the existing 
policies have contributed a lot in the improvement of evaluation system in our 
country post-independence but still there is a dire need to revisit the existing policies 
and make necessary reforms in them. First and foremost The Right of Children to 
Free and Compulsory Education Act (RTE)-2009needs certain reforms. RTE has 
been successful in providing compulsory elementary education and increasing 
retention of students but it has failed to improve learning levels among children. It is 
worth mentioning that despite increased budget, infrastructure and pupil teacher rules 
through RTE, the learning levels are not showing much signs of improvement. 
Although it aimed to remove the burden of exams and prevent dropouts, many 
teachers feel that this clause has dis-incentivized learning. They complain that rural 
kids don’t even bother to attend exams citing reasons such as festivals or household 
events. RTE should rather provide additional coaching and options of re-appearing in 
the exams in the same year for poorly performing students. To improve the schooling 
system specially to reform the evaluation system budgetary allocations have to be 
increased. Right from the time of Kothari Commission there has been repeated hue 
and cry by educationalists, that the governments should allocate 6% of GDP towards 
education. However there is an alarming trend of decreasing central funding in 
education sector to 3.5 to 4% Quality education will lead to qualitative evaluation too 
for this , the Government can look back at the successful system of Jawahar 
Navodaya Vidyalayas which promotes active participation in academic and co-
curricular activities. One more point worth considering is dearth of research 
institutions. Research in education is minimal. Research based tools should be 
incorporated to include teacher training programmes which promote innovations in 
the evaluation system. NEP 2020 gives a golden opportunity to create comprehensive 
reforms in evaluation system and shape the future generation. It must not be wasted

and the above mentioned suggestions are expected to make reforms in the prevailing 
system of evaluation.
