It has been 30 years since our dear Motherland, the Republic of Uzbekistan, gained its state independence and began the path of independent development. Independence has become an opportunity for our people to become the true masters of their own destiny, to realize their dignity, to live a dignified life, to build a democratic state and civil society in our country. At the same time, it is a solid foundation for the full expression of the talents and abilities of everyone in the economic and social spheres, the realization of their rights and freedoms.

Of course, we look at the concepts of "independence" and "reform" as common words. Because reforms are possible only in an independent state and an independent society. Both independence and reforms have created the necessary conditions for a person to live well and achieve a decent standard of living. As a result of large-scale reforms carried out in our country over the years of independence, the foundations of our national statehood have been strengthened, our state sovereignty, inviolability of borders have been ensured, peace and tranquility in our society, interethnic harmony and religious tolerance A great deal of work has been done on the implementation.
The gradual transition to a market economy, a well-thought-out monetary policy, the opening of the way for small business and private entrepreneurship, the farming movement, the abandonment of the old system of command and control in the economy, macroeconomic stability, Ensuring the rapid development of the economy, keeping inflation at the level of forecast indicators, and most importantly, improving the quality of life of our people is becoming crucial.
At the same time, an in-depth analysis of the path of development of our country is a completely new strategic approach to the development of our country at a more stable and rapid pace, taking into account the changing conditions in the world market and increasing competition. and requires the development and implementation of principles.
In order to further increase the effectiveness of reforms, to raise the development of the state and society to a new level, to liberalize all spheres of life, to implement the most important priorities for modernization of our country, developed on the basis of a comprehensive study of current issues, analysis of current legislation, law enforcement and best international practices, and provides for the following five priority areas of development of the Republic of Uzbekistan in 2017-2021: An action strategy was developed and signed by the President of the Republic of Uzbekistan Shavkat Mirziyoyev.
Accordingly, there are 5 priorities for improving the system of state and society building:
- further strengthening the role of the chambers of the Oliy Majlis, political parties in deepening democratic reforms and modernization of the country;
- Ensuring the rule of law and further reform of the judicial system;
- economic development and liberalization;
- development of the social sphere;
- Ensuring security, interethnic harmony and religious tolerance, as well as well-thought-out, mutually beneficial and practical foreign policy priorities.
Strengthening the role of parliament in deepening democratic reforms and modernization of the country, developing the organizational and legal framework of public administration and civil service, reducing the functions of the state in regulating the economy, the widespread introduction of "single window" public services, public to improve the state and society building by implementing control mechanisms and strengthening the role of civil society institutions and the media.
Ensuring genuine independence of the judiciary, reliable protection of the rights and freedoms of citizens, increasing the level of access to justice by our compatriots, improving the fight against crime and crime prevention, full implementation of the principle of litigation, quality of legal aid and services to ensure the rule of law for radical improvement and to further focus on further reform of the judiciary.
Increasing the openness and competitiveness of the economy, strengthening economic independence, strengthening macroeconomic stability and maintaining economic growth, modernization and active diversification of leading industries, radical reform of the financial and banking sector, comprehensive protection of private property and entrepreneurship , further development and liberalization of the economy in order to further expand foreign economic relations, actively attract foreign investment, effectively develop the tourism sector, implement structural changes in agriculture.
Consistent increase in employment and real incomes of the population aimed at the development of the social sphere, improvement of social protection and health care, increasing the socio-political activity of women, construction of affordable housing, road transport, engineering and communication and implementation of targeted programs for the development and modernization of social infrastructure, development of education, culture, science, literature, arts and sports, improvement of state youth policy;
Ensuring security, interethnic harmony and religious tolerance, strengthening the independence and sovereignty of our state, aimed at pursuing a well-thought-out, mutually beneficial and practical foreign policy, security, stability and harmony around Uzbekistan. formation of a climate of solidarity, strengthening the international prestige of our country.
The decree established the National Commission for the implementation of the Action Strategy for the five priority areas of development of Uzbekistan in 2017-2021, as well as commissions for the implementation of priority areas.
Any idea can only succeed if it builds confidence in the future and attracts the strength and resources of society. It is worth noting that the views and suggestions of various segments of the population have shown that the draft Action Strategy is able to realize the creative potential of our people and unite our people in the pursuit of noble goals.
