The Policy Board met on Thursday, July 7, 2016 1:30 p.m., SIMPCO, 1122 Pierce Street, Sioux City, Iowa. A quorum was present. Vice Chair Ken Beaulieu called the meeting to order at 1:30 p.m.

1. 
   Pledge of Alliance & Introductions: Vice Chair Beaulieu led members in the Pledge of Allegiance and introductions of members, staff, and guests.
   

2. 
   Approval of the Agenda – Vice Chair Beaulieu asked if there were any additions or corrections to the July 7, 2016 agenda as presented.
   

Craig Anderson moved to approve the agenda as presented, seconded by Mark Monson. Motion carried all ayes.

3. 
   Approval of the Minutes – Vice Chair Beaulieu asked if there were any additions or corrections to the May 5, 2016 meeting minutes. No additions or corrections were brought forward.
   

Keith Radig moved to approve the minutes as presented, seconded by Mark Monson. Motion carried all ayes.

4. 
   Review of the Monthly Correspondence – Michelle Bostinelos presented pertinent correspondence since the May 5, 2016 Policy Board meeting. Some information included attending the Downtown Partner’s Transportation Taskforce meetings, working with Siouxland District Health on the Partnership to Improve Community Health (PICH) Grant in Moville, Lawton, and Sloan, and preparing the 3^rd quarters report to submit to the Iowa DOT, NE DOR, and SD DOT.
   

5. 
   Transportation Improvement Progress Report – Members provided an update on the progress of transportation improvements in their respective areas to the Policy Board. Discussion followed.
   

6. 
   FY 2016-2019 Transportation Improvement Program Amendment – Michelle presented the following amendment to the FY 2016-2019 TIP for approval from the Policy Board: South Dakota Department of Transportation, Replace Crossbuck Signs from North Sioux City to Aberdeen project needs to be included for a total cost of $207,000 with $186,000 in Federal participation.
   

Craig Andersen moved to approve the amendment to the FY 2016-2019 TIP, seconded by Keith Radig. Motion carried all ayes.

7. 
   Resolution 2017-1 Approval of the FY 2017-2020 MPO Transportation Improvement Program (TIP) – Michelle presented the final FY 2017-2020 TIP for approval from the Policy Board. Michelle noted that the technical committee had recommended approval.
   

Mark Monson moved to approve the final FY 2017-2020 TIP/Resolution 2017-1, seconded by Keith Radig. This resolution required a roll call vote. All ayes with one abstain. Motion carried.

8. 
   Resolution 2017-2 Self-Certification of the MPO Transportation Planning Process – Michelle presented this resolution to be approved certifying that the planning process in the Sioux City Metropolitan Planning Area is being carried on in conformance with all applicable Federal requirements.
   

Mark Monson moved to approve Resolution 2017-2, seconded by Keith Radig. Resolution required a roll call vote. Motion carried with all ayes.

9. 
   Resolution 2017-3 Project Development Sioux City Transit System – Michelle presented this resolution to be approved certifying that the Sioux City Transit System has fulfilled their planning obligations in the development of the TIP. Michelle noted that during the TTC meeting, it was asked to remove the section regarding charter services.
   

Mark Monson moved to approve Resolution 2017-3 with noted deletion, seconded by Dan Moore. Resolution required a roll call vote. Motion carried with all ayes.

10. 
    Resolution 2017-4 Certification of Compliance: Statement of Financial Capacity Analysis – Michelle presented this resolution to be approved certifying that the MPO Transportation Improvement Program (TIP) FY 2017-2020 for Sioux City Metropolitan Area is prepared in accordance with the requirement of the Federal Transit Administration (FTA).
    

Keith Radig moved to approve Resolution 2017-4, seconded by Dan Moore. Resolution required a roll call vote. Motion carried all ayes.

11. 
    Nebraska Federal Functional Classification Update – Michelle presented changes to the FFC in Dakota City and South Sioux City. It was noted there were no changes to provide from the Technical Committee.
    

Mark Monson moved to approve the update to the Nebraska Federal Functional Classification, seconded by Dan Moore. Motion carried all ayes.

12. 
    Additional Comments – Michelle Bostinelos noted the U.S. Highway 20 Corridor Association meeting would be Friday, July 8, 2016 at 10:00 a.m. Ms. Bostinelos always noted the next MPO Policy Board meeting would be on September 8, 2016 at 1:30 p.m.
    

13. 
    Adjournment – Keith Radig moved to approve the MPO Policy Board meeting, seconded by Dan Moore. Vice Chair Ken Beaulieu adjourned the meeting at 2:35 p.m.
