their development problems are investigated as important factors of the Total Quality 
Management system in higher education institutions. 
In today's rapidly changing and global world, all organizations become more 
competitive and give more importance to human resources in order to prosper and to 
be successful. TQM which is based on customer satisfaction, continuous improvement, 
total employee involvement and empowerment has become an essential opportunity 
for organizations in order to compete in this worldwide marketplace. Human resources 
are particularly important for TQM. Human resources areas such as education and 
training, employee involvement and empowerment, teamwork, reward and recognition 
play a key role for the success of TQM in organizations.
When the expression “quality” is used, we usually think in terms of an excellent 
product or service that fulfills or exceeds our expectations [2, p.6]. Japanese Total 
Quality Control (TQC) defines quality as a system of means to economically produce 
goods or services, which satisfy customers' requirements. Implementing quality control 
effectively necessitates the cooperation of all the people in the organization involving 
top management, managers, supervisors, and laborers in all areas of corporate 
activities. 
TQM is a practical but strategic approach to running an organization that focuses 
on the needs of its customers and clients [4, p.25]. The Total Quality Management is a 
set of methodical activities carried out by the whole organization to effectively and 
efficiently achieve concern objectives so as to provide products and services with a 
standard of quality that satisfies clients, at the appropriate time and cost.
