The next move should be to specifically specify the issue to be answered after defining the target attribute. 
Reducing the complexity of a problem to an abstract hypothesis or questionnaire reveals the exact information 
required, limits the models that can be used and decides the accuracy of which the model can be used for the 
making of decisions. Although no model is flawless, the rest of the project will be driven by realistic and 
consistent development objectives[18]. The model should rely on the prediction of a certain knowledge which 
is used for operational decisions with a well-defined decision point [19] [20].
