Financial Assistance Program for Outbound Students

Eligibility and Criteria (12/4/2014)

1. 
   Financial assistance is restricted to students who meet the age and academic qualifications to be a Rotary Exchange Student as defined by Rotary International (Please see www.exchangestudent.org). Students must also attend one of the following high schools who are considered “partnered” school districts with the Rotary Club of York.
   

Dallastown High School West York High School

York Suburban High School Spring Grove High School

William Penn High School Dover High School

York Country Day School York Catholic High School

Christian School of York Homeschooled Students

2. 
   Applicants must satisfy the requirements of the members of the Rotary Club of York Youth Exchange Committee (hereinafter “Committee”) that they are in need of financial assistance within the sole discretion of the Committee in order to help offset expenses associated with participating in the ‘Year Long’ and ‘Short Term Youth’ Exchange programs. Financial assistance is meant to cover such costs as mandated health insurance, open-ended airline tickets and training costs. Two types of financial assistance can be provided: financial loans and scholarship grants. It will be the discretion of the Committee to determine the level of assistance to be provided based on financial needs, academic performance, extra-curricular activities, community service participation and the availability of funds from the Rotary Club of York. Assistance will be provided without regard to race, color, creed, religion, sex or national origin. In the case of loans, credit worthiness and the availability of a co-signer will be considered.

   After completing the Short/Club level Application for the Rotary International Youth Exchange Program and successfully passing the York Club’s screening interview, the application form for financial assistance will be made available. Candidates will also be provided a cost estimate summary for typical expenses associated with the Year Long program. Candidates may not submit an application until after completion of the District Interviews (typically the 2^nd Saturday in November).

   Financial need will be based on the annual income of the parent(s) or legal guardian(s) who are legally responsible for the student. A photocopy of the most recent tax return and recent pay stub of current employer will be reviewed by the Executive Coordinator of the Rotary Club of York for completeness and forwarded to the Youth Exchange Financial Assistance Committee. This committee, made up of the Youth Exchange Committee Chair, Outbound Chair and a member at-large/student’s counselor, will approve the type and amount of assistance.
   
5. 
   Amounts and terms: The maximum amount of a loan or grant to any one student in any one exchange year shall be set, from time to time, by the York Rotary Youth Exchange Committee with ratification by the Board of Directors of the Rotary Club of York. Within this maximum amount, the specific amount of each loan or grant shall be determined by the approval made under paragraph 4 above.

   Annual interest rate (currently 7.0%) to be set, from time to time, by the Board of Directors of the Rotary Club of York.

   A Promissory Note and Youth Exchange Loan Agreement are the controlling documents for the terms of any loan. Upon return/withdrawal/early termination, the Exchange Student-borrower shall repay the loan within 12 months. If the loan is not repaid in full within 12 months, monthly interest shall accrue on the unpaid balance.
