4. 16-0913 Discussion and Possible Action to Pass an Amendment to Budget Ordinance for the City of East Dubuque, Jo Daviess County, Illinois / Mayor Welp, City Manager Barklow

  City Manager Barklow explained to Council that this amendment is specifically in regards to the purchase of the new ambulance. This purchase must be included in order for the budget to be balanced for the state and auditor.

  Motion made by Alderman Degenhardt to Pass an Amendment to the Utilities Ordinance, City of East Dubuque, Jo Daviess County, Illinois, seconded by Alderman Robey, 5 ayes, motion carried. 5. 16-0914 Discussion and Possible Action to Approve New Account at Fidelity Bank, East Dubuque Illinois / Mayor Welp, City Manager Barklow

  This will be a separate account that will be allocated for the water bill fee.

6. 16-0915 Discussion and Possible Action to Approve New Account at Dubuque Bank & Trust, East Dubuque Illinois / Mayor Welp, City Manager Barklow

  Per the Illinois Finance Authority’s requirements, a separate account for the purchase of the new ambulance must be established. This is a non interest bearing account.

  Motion made by Alderman Vanostrand to Approve New Account at Dubuque Bank & Trust, East Dubuque, Illinois, seconded by Alderman Degenhardt, 5 ayes, motion carried. Absent: Alderman Walsh.
  

7. 16-0916 Discussion and Possible Action to Approve Special Event Permit for University of Dubuque ROTC Veterans Day Weekend Car Show on November 12, 2016 from 10 a.m. to 2 p.m. and Closure of Streets / Mayor Welp, City Manager Barklow

  Discussion: Clayton Degenhardt, representing the Dubuque ROTC, is proposing holding a Veteran’s Day Weekend Car Show in downtown East Dubuque. The proceeds of the event will benefit the Dubuque ROTC to help finance learning opportunities and travel expenses to events such as the Bataan Memorial Death March, Mountain Man Memorial March and others. City Manager Barklow recommended the Council Table until more details are received.

8. 16-0917 Discussion and Possible Action to Approve and Authorize the Mayor and City Clerk to Sign Final Plat for Lots 1, 2, and 3 of Briggs Highway 20 Subdivision in the City of East Dubuque / Mayor Welp, City Manager Barklow

  The final plat for Briggs Hwy 20 subdivision is a total of nine acres to be subdivided into three lots consisting of one 2 acre lot, one 4 acre lot and one 3.9 acre lot. J&R Supply plans to purchase the 2 and 4 acre lots. The 3.9 acre lot is still for sale. There are existing water/sewer lines that were installed some years ago after Wayne Stewart petitioned the City and annexed the property into the City. The City paid $25K towards the installation of these lines.

9. 16-0918 Discussion and Possible Action to Approve Request from the University of Dubuque ROTC Group to Solicit Donations for the East Dubuque 2017 Fireworks Display on October 21, 2016 from 10 a.m. to 2 p.m. at the Intersections of Wall and Wisconsin Avenue, and Sinsinawa and Wisconsin Avenue / Mayor Welp, City Manager Barklow

  City Manager Barklow mentioned to the Council that in past years, different groups have solicited donations for the annual fireworks display and had managed to raise between $2000-2500 doing so. He would like to see something like this take place again, but would like the Council to Table this item in order to work out the specifics being as the Dubuque ROTC would be raising money for the City of East Dubuque, and not their organization, this may not be allowed.

10. 16-0919 Staff Reports: City Manager Report, Mayor Report, City Clerk Report, and Alderman Report

  City Manager Report:
  
  • 
    The new ambulance was delivered on Wednesday, September 14^th. The additional equipment was added on Thursday, September 14^th, and was inspected in Rockford on Friday, September 16^th. The old ambulance will be gone September 20^th.
    
  • 
    Gary’s Graffiti Nights car show ended on September 15^th. Mr. Duster has expressed interest in continuing with having East Dubuque continue hosting the weekly show in the 2017 season. He has been given the contact information for EDGE in regards to sponsorship.
    
  • 
    Insurance quotes are still in the works, all information needed has been submitted. Hopefully new quotes will be received and able to present to council in November.
    
  • 
    Excavation has begun for the new business to be located on the foundry property. The City was asked to install some new guard rail along the fence line on Boat Ramp Road. This would be a small price to pay for the great opportunities this new business is bringing to the City. The cost for this should be around the $6,000 area, but estimates are currently being worked on and will be presented as soon as 3 bids are received.

    A very generous donation was received for the Police Department.

    New Police Officer David Kale Was sworn in last Wednesday.

    The Ride for the Kids was a success. The amount of people who attended the ride and patroned our downtown was astonishing.

    Thank you to Dan for all that he does.

    Roto Rooter was in town today.

  Alderman Report:

    Alderman Vanostrand: How many feet of guardrail is to be installed and is this something that the city crew can do? There is a total of 375 feet, and the city crew does not have the equipment to install it. Could we look into contacting the coordinator of the Ride for the Kids and discuss being the last stop for the ride every year? Absolutely. The City and the Edge group both invested in porta potties for the ride as well.

    Alderman Robey: Is this new business planning to take down all of the fencing on the property? Yes but they are replacing it with new.

    Alderman Robey: Glad to hear that the new Police Officer has started.
