Construction America’s One World Trade Centre reached its final height of 1,776 feet when a silver spire topped the iconic structure. Built on the Ground Zero site in New York following the attacks on the original World Trade Centre buildings on 11 September 2001, One World Trade Centre is the tallest building in the Western hemisphere and the third tallest in the world. The infrastructure major will also shift some of its best employees from India to the country, to execute Rs 8,250 crore ($1.4 billion) contract for building a metro rail in Riyadh. “We have reasonable resources in Riyadh but because it is a big project, we will send some of our important resources and hire more people locally,” said S N Subrahmanyan, whole-time director and senior executive vice-president, (infrastructure and construction) of L&T. The total value of the project which was won in a consortium is Rs 35,000 crore. The other companies in the consortium for this global tender are Ansaldo STS of Italy, Bombardier Transportation of the UK, Impregilo of Italy, Nesma & Partners of Saudi Arabia.
“All the companies will spare their resources and also hire internationally,” Subrahmanyan told Business Standard. He however did not specify the number of people to be hired as the project which is to be executed over four years after eight months of design, site preparation and other enabling works, is currently in the planning stage. L&T's portion of the massive contract involves design, construction and commissioning of Line 3 of the metro project. Line 3 is 41 kilometers long and involves a driver-less train operation. It is expected to carry around 5,000 passengers per hour, per direction.
“The contract includes construction of bridges, tunnels, elevated and underground stations, depots, roads, systems for closed circuit television and public announcements, SCADA with allied systems for the first-of-its-kind project in the Kingdom,” the company has said in a press release, yesterday. L&T started to look for orders internationally over a year-and-a-half back, after domestic ordering dried down. In the last quarter ending June 30, 2013, L&T's orderbook stood at Rs 1,65,393 crore, which grew eight per cent year-on-year. The overseas orderbook grew twice as faster than the total orderbook at 16 per cent and also constituted 12 per cent of the total orderbook. This orderbook does not include the current Saudi win.
The company claims that it would look for more such orders in Saudi Arabia and in the entire Middle East region. “Tax rates are lower there (Middle East), and we get 2.5 times more value than here for the same efforts,” said Subrahmanyan. "This is reflected in better top-line growth during second half of FY13 compared to the corresponding period in 2011-12, along with a decline in the order book position. "However, delays in obtaining statutory clearances and increasing working capital needs continue to put pressure on the financial profile of the companies in this sector."
The prevailing situation has been compounded by the inability of firms to pass on input cost increases, which has resulted in a fall in EBITDA margins, a trend that is likely to continue in the near term, India Ratings said. "Working capital cycles continue to be stretched on account of delays in the certification of works completed by companies. Higher debts for executing large order books and to fund working capital along with high interest rates have led to further deterioration of credit metrics of the companies."
Given the downward pressure on margins and higher requirements for funds, credit metrics may worsen further in the near term, the rating outfit said. It said faster order execution and liquidity easing are key to a stable outlook for the sector.
"Better availability of funds and Governmental policy actions addressing the factors hindering speedy execution of works would have a positive impact on the industry. "Restricting order books to a manageable level, especially by fund-starved companies, can lead to liquidity easing and improvements in credit metrics," the agency said. The company signed a memorandum of understanding (MoU) to execute composite construction works, including civil, mechanical and erection and installation, for the project. L&T will mobilise about 25,000 workmen and 600 staff for the project which will be executed over a period of 30 months, the company announced today. Ban on construction of new buildings on and around all river beds The Uttarakhand government announced a series of major decisions on Monday for recovery and rehabilitation in the flood-hit state. The state cabinet decided on a Uttarakhand Reconstruction and Rehabilitation Authority (URRA), chaired by the chief minister (CM). It announced a ban on construction of new buildings on and around all river beds, besides a compensation plan for affected citizens. The URRA is to have a panel for reconstruction, with a "100-year plan" in mind, said CM Vijay Bahuguna. He added relief committees involving district magistrates, MPs and MLAs had also been set up, to assist the Authority.
As for the construction ban around river beds, the CM said the exact area to be covered would be decided later. Most of the structures which had collapsed had been built alongside the Mandakini, Alaknanda and Bhagirathi rivers. A compensation package of Rs 50,000-100,000 was announced for damaged dhabas. For fully damaged small hotels, the compensation will be Rs 2 lakh. For bigger hotels where losses are Rs 2-10 lakh, the government will compensate 30 per cent. Where losses are Rs 10-20 lakh, the compensation will be 20 per cent. Above Rs 20 lakh, the compensation will be only 10 per cent. All electricity and water bills in the affected areas will be waived from June 1 to March 31, 2014. Payment on loans taken by disaster-affected families from state cooperative banks will be suspended for the financial year 2013-14. The government will request the central government to suspend such payment on loans from nationalised banks for a similar period. Affected citizens are to each get 15 kg of wheat flour, 15 kg of rice, five kg of pulses, three kg sugar and some other things free of cost. The state is to take full reposibility for the upbringing, including schooling, of orphaned children. For the areas in the plains, there will be 50 per cent more compensation for damage to the sugarcane crop.

It is felt that the existing arrangement can be improved to reduce transaction cost. Accordingly, it has been decided that an IEC will remain valid irrespective of a firm’s status as a DTA unit or an EOU or a SEZ/ EHTP/STP/BTP unit and the procedure to be followed in case a firm/unit is de-bonded and converted to DTA is as under:

All RAs of DGFT Members of Trade/EPCs Subject: Providing Personal Hearing in terms of Para 2.49.2 of Foreign Trade Policy (FTP) which is incorporated by Notification No 08(RE-2013)/2009-2014 dated 22.04.2013. The Para 2.49.2 of FTP deals with the grievance redressal mechanism. It was amended on 22.04.2013 as mentioned in the subject header above. Now as per the amended provisions, DGFT would grant a Personal Hearing (PH) to such exporter/importer as stated in the Para 2.49.2 of FTP. For this purpose, the important conditions required to be fulfilled are: (a) Exporter/Importer is aggrieved by any decision, except an adjudication order (b) the Exporter /Importer continues to be aggrieved in-spite of a review of that decision.

There has been persistent demand to both increase the rate of subvention and also to widen the coverage. At present, all exporters who are micro and small enterprises, irrespective of the export sector, are beneficiaries of this scheme. In addition, the exporters belonging to the following sectors are eligible to receive interest subvention : (i) Handlooms (ii) Handicraft (iii) Carpets (iv) Toys and Sports Goods (v) Processed Agricultural Products (vi) Readymade Garments (vii) 235 tariff lines in Engineering Sectors, and (viii) 6 tariff lines in Chapter 63 of ITC(HS) (textiles made ups). The Commerce Minister had taken up this issue with the Finance Minister. Both the Ministers have met on Friday 26th July to consider this request from our exporters. It has now been decided by the Government to increase the rate of Interest Subvention from the existing 2% to 3%. All pending claims would also be cleared immediately. This will benefit the exporters of small and medium enterprises and also the most of the labour intensive sectors. Their cost will come down appropriately by increase in the rate of interest subvention. The Commerce and Industry Minister has convened a meeting of Board of Trade (BoT) on 27th August, 2013 to review the current situation and the international trade scenario. ********
Source: Press Release: Ministry of Commerce & Industry Date : 09 Jul 2013 Location : New Delhi During the Foreign Trade Policy (FTP) announcements on 18th April, 2013, the Union Commerce & Industry Minister Shri Anand Sharma had mentioned that export of High Tech Products would be incentivised and it would be separately notified. In pursuance of this objective, a Task Force was set up under the Chairmanship of Shri Rajiv Kher, Additional Secretary in Department of Commerce (DoC) to study the list of items eligible for such benefit under Focus Product Scheme (FPS). Commerce & Industry Minister Shri Anand Sharma also convened a meeting with leading Chambers of Commerce & Industry and Export Promotion Councils on 1st July, 2013 for inviting suggestions in this regard as also for increasing India’s exports. The Export Promotion Councils and Chambers of Commerce & Industry were asked to submit their suggestions by 5th July, 2013. The report of the committee and suggestions received from Chambers of Commerce & Industry and Export Promotion Councils have been analysed by Department of Commerce (DoC) and it has been decided to include above 150 products under Focus Product Scheme (FPS) for incentive @ 2% of the FOB value of exports. Items from Engineering / Electronics, Chemical and Pharma sector have been covered under this list. Such benefits will be admissible for exports made w.e.f. 15.8.2013. This list is being notified separately by DGFT.
