совершенствованием основных элементов производства. Они обязательно 
должны дополняться мероприятиями, направленными на улучшение, на более 
полное и рациональное использование уже созданных возможностей, тех 
производственных ресурсов, которыми государство наделило каждое 
промышленное предприятие.

There are many reasons to say that investment is one of the most important 
factors in the socio-economic development of our country today. Especially, using 
of foreign investment remains a requirement of the era. It is worth emphasizing that 
the investment potential of the regions plays an important role in attracting foreign 
investment to our country’s economy. The investment potential is determined in 
different areas of a particular region. These are employment, financing, availability 
of production capacity, consumer demand, infrastructure, availability of natural 
resources, tourism, innovation, etc. At the same time, several factors hinder the 
growth of investment potential in the region; they include tax administration, the 
level of development of the labor force, the distribution of budget funds in certain 
sectors of the economy, and so on. 
In recent years, several laws have been approved by the President and the 
Government of the Republic of Uzbekistan regarding providing various benefits and 
incentives for the inflow of foreign investment. They include the Decree of the 
President of Republic of Uzbekistan “On the state program for implementing the 
strategy of Actions on five priority areas development of the Republic of Uzbekistan 
in 2017-2021 in the “Year of active investments and social development” PD-5635 
on 17.01.2019, the Decree of the President of the Republic of Uzbekistan “On the 
Strategy of Actions for the further development of the Republic of Uzbekistan” PD-
4947 on 07.02.2017, the Decree of the President of the Republic of Uzbekistan “On 
measures for transition to a qualitatively new system of formation and 
implementation of the Investment program of the Republic of Uzbekistan” PD-5717

on 14.05.2019, the Decree of the President of the Republic of Uzbekistan “On 
measures to improve the Investment environment in the Republic of Uzbekistan” 
PD-5495 on 01.08.2018, the Law of the Republic of Uzbekistan “On investments 
and investment activity” LRU-598 on 25.12.2019 and other documents.
Certainly, the law documents above effectively contribute to the positive 
creation of the investment environment in the regions. The investment environment 
is the set of economic, social, and political conditions which aimed to ensure the 
efficiency and security of investment in a certain region of the country. The 
investment environment condition requires the created legal base and its 
fundaments, the quality structure of law documents, and adhering to them [1].
