Abstract: the article under discussion reveals relationship of the government and civil society. The 
author of the article believes that at present, Uzbekistan is undergoing a systematic and dynamic 
process of reforming all aspects of society's life, developing political, legal and socio-economic 
systems, spiritual revival and affirming democratic values. Building a democratic state based on the 
rule of law and establishing a strong civil society is under a consistent process. One of the priority 
areas of Uzbekistan's political development is the development of civil society institutions. The 
government, in implementing its policy of social partnership, encourages the development of non-
governmental organizations, among which a certain proportion carry out human rights activity.
