As you can see, sur is not always translated by on in English. And as the following examples 

show, on is not always translated by sur.

Ils se promènent dans la rue. 

  They are walking on the street.

Ils vont au théâtre le jeudi. 

  They go to the theater on Thursdays.

Son bureau se trouve au quatrième étage.    Her office is on the fourth floor.

Elle habite au dernier étage. 

  She lives on the top floor.

Le Louvre est à votre gauche. 

  The Louvre is on your left.

When expressing time, en and dans have different uses. Dans is used for an action about to 

begin.

Le train part dans trois minutes. 

  The train is leaving in three minutes.

Je reviens dans cinq minutes. 

  I’ll be back in five minutes.

En indicates the length of time an action has taken, takes, or will take.

Ahmadou a couru le marathon en moins     Ahmadou ran the marathon in less than
