1. Call to Order:
Chair Benecke-McLaren called the meeting to order at 9:00 a.m.
Ms. Benecke-McLaren asked if there were any persons in attendance at this public meeting who are registered Federal lobbyists as defined by the Lobbying Disclosure Act of 1995. There were none.

FHWA- Certification Review Process:
Mr. Donovan stated the FHWA and FTA conduct a certification review process of the Metropolitan Planning Organizations, local DOT’s, and local transit providers in areas over 200,000 every four years according to federal regulations under the federal transportation bill, ISTEA, Section 23 450.334(b). This process is to determine that the structure, administration, planning process, required documents (Long Range Transportation Plan, Transportation Improvement Program, Unified Work Program, Public Participation Plan, Congestion Management Plan, agreements, and boundaries all meet federal guidelines. Previous to this week’s on-site visit was a desk review of products and questionnaires. Preliminary observations will be released in late April and the findings will be available by July 2009 and the conclusion may be a full certification, conditional (corrective actions), partial (incomplete documents) or de-certification. PPUATS’ last review revealed concerns with safety emphasis, a need for a travel demand model, and a need to update the Surface Transportation Urban programming criteria. All of these concerns have been addressed by PPUATS over the last four years.

Approval of Minutes:
Mr. Stokowski moved to approve the minutes of the April 1, 2009, Joint PPUATS Policy/Technical Committee meeting. Seconded by Mr. Strube and passed unanimously.
5. FY 2010 Overall Work Program:
Mr. Carpenter moved to adopt the FY 2010 Overall Work Program, which contains the FY 2010 Unified Work Program. Seconded by Mr. Anderson and passed unanimously.

Transportation Improvement Program Amendments related to the American Recovery and Reinvestment Act:
a. City of East Peoria
Since the FHWA did not accept the City of East Peoria requested for the reconstruction of Camp Street project, the City is asking to change their ARRA funds to cover mill and overlay on Highview Drive from Oakbrook to Highview Court for $294,083.
Mr. Newman stated that the City of Washington would like to change their ARRA funded project from Devonshire to a mill and overly on Kern Road from Hillcrest to South Wilmor and on South Wilmor from Kern Road to 55 feet south of US Business 24 for $237,000.
Mr. Bachman moved to accept the FY 2010 T.I.P. amendments from the Cities of East Peoria and Washington. Seconded by Mr. Meyer and passed unanimously.
Even though the IDOT Local Roads deadline to report on projects is May 1, there would not be a problem to gain final approval of these T.I.P. amendments at the May 6 PPUATS Policy Committee meeting.

Mr. Anderson asked if IDOT had received the reporting requirements. Mr. Sassine stated that all the consultant/contractors have received the list of reporting requirements. He will see that the PPUATS Technical Committee members receive the list. The Commission must send information also to Congressman Oberstar and CityLink also has reporting requirements. Mr. Nunes stated that the majority of the reporting responsibilities belong to the State DOTs. There is an online data base created from the T.I.P. sheets where contractors can report on a monthly basis. It is password protected. The first report was sent to Congress on March 31. Mr. Parish urged everyone to meet the deadlines set by Local Roads for lettings.

Update on Accountability Legislation:
Mr. Kohlbuss reported that the accountability legislation to allow for MPO input earlier in the creation of the State TIP is still being considered.

Other:
Mr. Carpenter reported that IDOT will be beginning construction for the $98 million program for all nine counties. There are 28 projects. IDOT is creating a public relations campaign to notify the public of all the construction work.
Mr. Kohlbuss stated that he was told that the reason IDOT-District #4 was so successful in acquiring funding for the mini-capital program was because PPUATS objected to the low amount of ARRA funding they received. Mr. Stack stated that the State of Illinois is #1 in the country for programming the ARRA funds.
Mr. Wuellner reminded members to register for the American Public Works Association annual conference to be held at the Civic Center on May 1-2. Mr. Bachman reminded members that the National Association of County Engineers conference will be held in Peoria this next week.
A nominating committee will be formed to fill the two year terms of Chair and Vice-Chair for the PPUATS Policy and Technical Committees. Those terms will begin on July 1, 2009.
Ms. Benecke-McLaren asked if there were any public comments. There were none.

Mr. Anderson moved to adjourn the PPUATS Technical Committee meeting at 9:58 a.m. Seconded by Mr. McFarland and passed unanimously.
