Conceptualizing minority

 

There  is  no  consensus  among  scholars  on  the  meaning  of  the  concept  of  minority.

Minorities are mostly understood as groups living in a country that have common ethno-

linguistic and religio-cultural characteristics, are small in size but maintain high level of

     

 

 

 

 

 

 

 

solidarity  as  a  distinct  community.  The  often  cited  Francesco  Capotorti  definition

(Wheatley, 2005: 20) of minority states:

A group numerically smaller to the rest of the population of the State, in a

 

non-dominant position, whose members being nationals of the States
