INTRODUCTION
Information and communication technologies (ICT) have revolutionized the way we
work, play and learn. Traditional methods and approaches to communication, media,
information processing and dissemination are challenging in all walks of life. This led to the
emergence of new ways of government known as e-government. E-government is the latest
ICT revolution in public administration. [1] defined this as the use of ICTs to improve the
efficiency, effectiveness, accountability and transparency of public administration. This is seen
as a process of radical transformation that cannot be avoided due to the pressure of the new
information society. The introduction of e-government has a number of advantages and
challenges, mainly due to the social, organizational and technological changes associated with
its implementation, and has attracted several research interests, especially in the area of
technological and organizational change. For the successful implementation of e-government,
certain principles or building blocks must be considered before the concept of the information
society can evolve. Thus, a successful e-government strategy should focus on developing an
organizational structure, convenient communication channels, reducing costs and eliminating
bureaucratic bottlenecks in the government process, so that information is easily accessible and
accessible to citizens in various forms and through various media, in including on the Internet.
However, the main purpose of e-government is not only limited to providing information
services to its citizens, but also includes the development of strategic links between different
government departments, communication at different levels of government (federal, state and
local government), promoting public policy, operations, transactions and strategy
implementation, and so on. All of this requires that the day-to-day transactions, purchases,
operations and resources of the government are digitized to improve profitability and
convenience in service quality. Unlike traditional management practices where paper
documents predominated, e-government services require electronic document management
(EDMS) systems. The electronic document management system (EDMS) is one such tool. with
the help of ICT and is used by e-government implementations to manage valuable information
resources from documents in any government or business. The ERMS defines the flow of
documents and dictates operations and business processes within and outside the organization.
EDMS uses new ICTs to process documents in a way that significantly improves the efficiency
and productivity of public services. New advances in this area have led to the development of
more powerful EDMS with more capabilities that go beyond the traditional creation, printing
and distribution of text documents, to more complex and advanced computer or knowledge-
based information systems capable of retrieving, processing, analyzing, storing and
disseminating information at high data rates and presenting them in an understandable context
useful to users and policymakers.
