Why is it important to front-load systems design and innovation?
Front-loading design is important because, as we well know, most negative impacts and costs 
are determined at the schematic design stage. For example, to be cost- and eco-effective, natural 
ventilation, passive solar cooling, and air cleansing with planting walls and the like need to be 
designed into the basic building or retrofit concept from the outset. To front-load design, we need 
new standards and design processes, and less burdensome assessment systems to stimulate creativity.
The proposed sustainability standard (below) would lift the bar by requiring a new development 
to constitute an improvement over the original conditions on-site. In other words, to achieve a 
sustainability standard, a development would leave the ecological conditions better after, than before, 
development. To create an 
extra
incentive, the standard could be relaxed for eco-retrofits so that they 
simply need to reverse the negative impacts of the previous development. Development approval 
need not require that the sustainability standard be met, of course. But the concept would signal 
a priority on eco-logical design processes over compliance activity. Once a conventional design is 
conceived, or templates applied, it is usually too late. If developers/designers had to report on what 
they are doing against a sustainability standard, it would refocus development proponents on creative 
solutions. This could be achieved by what we can call an ‘eco-design reporting’ process.

How would an eco-design reporting process differ from standard approaches? 
An eco-design reporting process would, at a minimum, require a systematic exploration of leading-
edge, eco-logical design options. The eco-design report would document efforts that the designers 
have undertaken to make the development contribute improvements to the urban context. That is, 
it would require proponents to report on the eco-solutions they have investigated in relation to net 
positive design criteria [Box 15]. If such options were rejected, the eco-design report would have to 
explain why. If the design did not achieve net positive impacts in key areas (eg water, soil, biota, air 
and human health), the eco-design report would need to demonstrate that this was not yet feasible 
and affordable in the given situation. It would thus encourage the good faith attempt to achieve 
Positive Development. Designers may not achieve a sustainability standard, but they would have at 
least undertaken a systematic exploration of, if not immersion in, eco-logical design. This would, in 
turn, drive continuous learning and upgrading of skills.
