pillars of the information society, which in turn 
is the foundation of the digital economy and 
insurance, without human trust, no digital 
economy will develop. Therefore, the main task 
now is to increase public confidence in digital 
technologies.

NTRODUCTION 
In a world of uncertainty, the digital 
economy is one of the few, clear, growth 
opportunities for business and society at all. As 
devices, 
data 
and 
people 
become 
more 
interconnected, the potential to power economic 
growth and enhance quality of life is huge. 
However, the pace of this growth will not be 
determined by the rate of technological innovation 
itself. Instead, it will be driven by the people who 
use it. The difficulty is that not everyone shares a 
positive view of the digital economy.

An overview of global ICT developments 
since the turn of the century is set out in chart 1. 
Three broad trends can be observed from this 
chart: 
The first is the long-term upward trend in 
the availability of communication services in 
general. The second long-term trend is the growth 
in broadband – defined in this report as services 
with speeds of 256 Kbits/s and above. The third 
long-term trend is the growing predominance of 
mobile over fixed services. 
To begin with, it is important to have a 
common understanding of what is meant by 
digital skills. The worldwide expansion of the 
digital economy and digital society requires us to 
be equipped with an array of digital skills that will 
allow us to succeed in work and life. Of the five 
billion people with mobile phones, nearly half (47 
percent) “use their device mainly to make a voice 
call or send a text message”.
