The National Literacy Strategy was introduced by the Labour government in 
1997, with the aim of getting 80% of 11-year-olds in England to the expected level 
(level 4) in reading by 2002. The key feature of the strategy was the introduction 
of the literacy hour. Evaluations of the literacy hour concluded that it was 
effective in raising children’s attainment in reading, particularly among boys.
