28 Op-Code: Disable Normal Communications - Mode 28

Description:
The 28 Op-Code is used to disable communications on the data link. The mode 28 message is sent to the 
controller at normal speed. Normal communications will resume if the link is inactive for more than five 
seconds. Communications will remain inhibited while tester present messages are sent out on the link at least 
once every five seconds.
