Аннотация:
в статье систематизируются и анали-
зируются инструменты, использованные при реализа-
ции региональной экономической политики в Узбекиста-
не, описываются достигнутые результаты. Анализиру-
ются и систематизируются изменения в региональной 
экономике и показатели роста в 2017-2020 годах, разра-
ботаны приоритетные направления развития регионов 
на среднесрочную перспективу.

Abstract: 
the article systematizes and analyzes the tools 
used in the implementation of regional economic policy 
in Uzbekistan, describes the results achieved. Changes in 
the regional economy and growth indicators in 2017-2020 
are analyzed and systematized, priority directions for the 
development of regions for the medium term are developed.

1. INTRODUCTION
Investment is one of the major contributors to the 
growth of an Economy. Banks play a pivotal role in 
the development of the economy by providing loans to 
the business enterprises for their investment in various 
projects. Non-Performing Assets (NPAs) are a big 
threat to the investment and they place financial burden 
on the lenders. Eventually banks are not in a position 
to provide credit or they provide credit at an escalated 
rate by increasing interest rates and this contracts 
money circulation in the economy. The confidence of 
borrowers lowers down and hence poses impediment 
in investment. Ultimately this results in slowdown of 
national economy.
The NPAs of Banks grew swiftly from the year 2008 
and their resolution is comparatively at a decelerated 
pace through various forums. Therefore, it became very 
significant to prevent and resolve NPAs [1]. Regulatory 
and Remedial measures were taken to resolve the 
problem of NPAs. Regulatory measures involve 
resolution of NPAs through Law like, Insolvency and 
Bankruptcy Code, 2016(IBC). The Reserve Bank of 
India prescribes and regulates the remedial measure for 
the internal restructuring of the stressed assets. 
Therefore, the much awaited landmark legislation 
Insolvency and Bankruptcy Code, 2016 (Act No. 31 
of 2016) received the Presidential Assent on 28th May 
2016 with the creditor in saddle approach, to provide
