expended in 2008–2011.

banks are progressively closed and consolidated 
under Treasury single account.

Change of Ownership or Operation 
In the event that (i) any change in ownership of any of 
the Project facilities, (ii) any sale, transfer, or 
assignment of interest or control of any of the Project 
facilities, or (iii) any delegation or other modification of 
the MOF functions and authority over treasury 
operations and the Project facilities is anticipated, the 
Borrower shall consult with, and obtain the consent 
of, ADB at least six (6) months prior to the 
implementation of such plan. The Borrower shall 
ensure that such change is carried out in a lawful and 
transparent manner.

Gender and Development 
The Borrower shall ensure that within six (6) months 
of the Effective Date PMO develops the GAP and 
shall cause PMO to ensure that such GAP is fully 
implemented in a timely manner over the Project 
period, and that adequate resources are allocated for 
this purpose. The GAP shall: (a) establish targets for 
recruiting and promoting female staff in the Treasury 
operations; (b) integrate women's needs in the design 
and operation of Project outputs; (c) establish targets 
for women’s participation in training; and (d) ensure 
women's effective involvement in the monitoring and
