has a significant cost factor. Cogeneration implies being a personal
utility company, at least to some degree. Except on a large scale, or
under unusual circumstances, it is difficult to be more cost-effective
than a utility company. Utility companies usually respond to anoma-
lies in rate schedules which favor cogeneration by changing the rate
schedules. As an example, remember an earlier day when power com-
panies sold electricity for heating at discount rates. The low rates
lasted until demand caught up with supply.
