give additional and non-essential
information about the noun or phrase they refer to, and there are

commas
” before and after them based on punctuation rules if they are
put in the middle of an independent clause. Therefore, the whole relative
clause could be omitted from the sentence without making changes to its
meaning. In case they end the sentence, using a comma before them is
mandatory. Note that the relative pronoun “
that
” cannot be used in
these types of clauses.
