Services for supervision of the Project «Equipping Urological and Hemodialysis
Medical Facilities in the Republic of Uzbekistan Project»
The Government of Republic of Uzbekistan has received financing from the Kuwait
Fund for Arab Economic Development (the “Bank”) in the form of a loan toward the cost
of Equipping Urological and Hemodialysis Medical Facilities in the Republic of
Uzbekistan Project and it intends to apply a portion of the proceeds of this loan for
consulting services to be procured under this project.
The consulting services (“the Services”) include preparation detailed technical
specification of equipment, bidding documents, administration and monitoring of
contracts and supervision of the Project. The Project is expected to start in 2021, and
to be completed by the end of 2024.
The PIU «Equipping Urological and Hemodialysis Medical Facilities in the Republic of
Uzbekistan Project» of the Ministry of Health of the Republic of Uzbekistan now invites
eligible consulting firms (“Consultants”) to indicate their interest in providing the
Services for supervision of the Project «Equipping Urological and Hemodialysis
Medical Facilities in the Republic of Uzbekistan Project» Interested Consultants should
provide information demonstrating that they have the required qualifications and
relevant experience to perform the Services.
The shortlisting criteria are:
I. Firm’s general experience; The consultant must have general experience in
implementing projects in the field of health care as follows: within last 10 years. (Max
Score= 30)
II. Firm’s Specific experience in equipping of medical facilities: The consultant must
have implemented at least one project in equipping medical institution. (Max Score=30)
III. Firm’s experience in the field of the IFI-funded investment/grant projects (number of
years in the sector or similar assignments implemented in the last 10 years) (Max
Score=30)
IV. Firm’s regional experience: at least 5 years of experience in providing consultancy
services for developing project and procurement documentation (Uzbekistan/CIS
countries). (Max Score=10)
The attention of interested Consultants is drawn to paragraph 4.3 of the KFAED’s
Guidelines for the Use of Consultants issued by the Development Institutions Members
of the Coordination Group (first edition 1995) available on www.kuwait-fund.org
Consultants may submit their REOI as an international consulting firm in association
with Kuwaiti and Uzbek consultants. In order that any consulting firm may be eligible for
short listing as a Kuwaiti or Uzbek, such firm must be owned to the extent of at least
50% by Kuwaiti or Uzbek citizens respectively. All the partners of the association shall
be jointly and severally liable for the entire assignment. A Consultant will be selected in
accordance with the Quality- and Cost-Based Selection method set out in the
Consultant Guidelines.
The Terms of Reference (TOR) will be submitted upon request.
