participation of non-state non-profit organizations in the implementation of the 
new idea “Society – the initiator of reforms” in the country, enhancing their 
dialogue with the state, developing the institution of people’s diplomacy, extensive 
use of the opportunities of non-state non-profit organizations in improving the 
country’s position in prestigious international rankings, strict adherence to the 
principles of independence and non-interference in the activities of non-state non-
profit organizations. The priority issues are “reducing the state participation in the 
regulation of socio-economic development of the country, decentralization and 
democratization of public administration, enhancing public-private partnership, 
increasing the role of non-state, public organizations and local state bodies”.

Therefore, it is important to critically analyze the organizational and legal 
framework of the activities of non-state non-profit organizations in Uzbekistan, the 
introduction of modern information technologies in this sphere and adapting the 
legislation in this area with international standards. 
The dissertation research will serve at a certain level to implement the tasks 
defined in the Constitution of the Republic of Uzbekistan (1992), Laws “On public 
control” (2018), “On non-state non-profit organizations” (1999), decrees of the 
President of the Republic of Uzbekistan “On the Action Strategy for further 
development of the Republic of Uzbekistan” DP-4947 (2017), “On establishment 
of the Public Chamber under the President of the Republic of Uzbekistan” No. DP-
5980 (2020), resolutions of the President of the Republic of Uzbekistan “On
