4.2. The Role of the State in Ensuring the Investment Attractiveness of 
Public-Private Enterprises 
 
The role of state investment policy is to stimulate demand for goods and 
services,  investment,  and employment. In these conditions, the state provides 
entrepreneurs with additional financial benefits, the volume of public investment 
and the cost of economic development is growing. With a long economic

increasing, the balance of payments is deteriorating, demand for labor exceeds 
supply, which causes an unjustified increase in wages and an inevitable increase 
in prices. The main goal of state regulation of the economy in this situation is to 
restrain the growth of demand, investment and production in order to slow down 
and, if possible, prevent the process of overproduction of goods and over-
accumulation of capital. 
State regulation of the economy has a huge impact on the sectoral and 
territorial structure. The state can create privileged conditions for individual 
industries through financial incentives and public investment. On the one hand, 
the state provides support to stagnating sectors and economic units, and on the 
other, encourages the development of new types of production and entire sectors 
with the aim of progressive structural shifts within sectors, between them and 
throughout the economy, as well as with the aim of increasing production 
efficiency and competitiveness of the economy (Радыгин, 2012;  Makarov & 
Shatkovskaya, 2011). The accumulation of capital is the most important object 
of state regulation. The main goal of economic activity in a market economy is 
the production, appropriation, and capitalization of profits (Manushin, 2011). By 
creating additional incentives and opportunities for all investors or groups of 
investors in sectors and territories, government bodies influence the economic 
cycle and structure. 
To determine the features of government measures to support industry at 
various stages of the economic cycle, we will use the classification proposed by 
M. Gusev  and  A. Shirov (Гусев  и  Широв,  2009), based on basic research on 
economic cycles (Kondratiev, 2015; Hall, 1991; Tsvetkov, 2013). 
The phases of the economic cycle and their main features are shown 
schematically in Figure 8.
