OZARK CITY COUNCIL REGULAR SESSION
October 10, 2016
5:30 p.m.
Mayor McNutt opened the council meeting at 5:30 p.m. Present: Mayor McNutt, Clerk Eveld, Attorney Jeff Phillips, Alderpersons Warden, Hall, Anderson, Vicars, and Waters. Absent was Holman.
Victoria gave the invocation and the pledge was led by Hall.
Hall motioned to approve the minutes and financial statements seconded by Warden. On a roll vote, the following voted: Aye: Hall, Anderson, Waters, Warden, Vicars. No Nays.

Department Heads:
Street Department’s Jody Sampley reported that we were awarded the grant to put in new sidewalks from Commercial towards the high school, then finally to Highway 23. The total is $240,000 with an 80/20 split. He said the college street job is running behind.
He also said the stop lights are off and some residents have complained. He said the system was hit by lightning. Jody spoke with Gary Six, out of Van Buren, and he said it would cost approximately $15,.000 per light to repair. Hall said she wants to do something about the traffic situation out by Loves. Jody said that would be the State, not us. Anderson suggested a bypass road. Hall wants another estimate on repairing street lights, and also for what it would cost to replace the system and have a warranty. Jody said we could make it flash red and have a three way or four way, but Anderson said we need to get it fixed.
Also, it was reported that several bridge lights were out. Jody has talked to an electrician and it is going to be expensive. Jody said we may need to revisit funding. He said they will price LED lighting as well. Vicars asked if OG&E would give us a break if we buy energy efficient lighting? Jody will check.
Lastly, Jody said River Street in front of the plaza is repaired but the sidewalk there connects to nothing. He will spend about $3,500 to put in a sidewalk that connects the plaza to the post office. Hall said she wants that done.
Hall motioned for city General to fund the sidewalk for $3,500.00 for the sidewalk from the plaza to the post office. Vicars seconded the motion. On a roll vote, the following voted: Aye: Hall, Anderson, Waters, Warden, Vicars. No Nays.
Hall asked if Jody could put brick between the sidewalk squares and he said he would check prices.
Devin, Police Chief had nothing.
Kevin was absent due to a death in the family.
Hall said she let a training room for the Police Department slip by her and wanted to discuss that. Mayor McNutt said we need to look at that in a budget and planning meeting. Hall agreed. McNutt said two weeks the bids should be in and we will set a special meeting then.
Old Business: Rex checked with insurance companies regarding mutual aid expenses and was told most insurances would pay $1000 to the fire department for manpower and equipment usage. Jeff read Ordinance 2016-17 to increase fees if Ozark is the only department that shows up to an out of city call. Costs will be $1,000.00. a motion to adopt was made by Anderson, seconded by Vicars. New Business:
Annexation. Kemper Edgin did all the work to be released from the county and was approved and he wishes to be annexed into the city. Jeff read Ordinance 2016-18 to Annex in 1200 South 37th, zoned r1. a motion to pass was made by Hall, seconded by Anderson. On a roll vote, the following voted: Aye: Hall, Anderson, Waters, Warden, Vicars. No Nays.

Next was Christmas light funding. A & P pays $5000 but we didn’t set aside any matching general funds. Hall motioned to add $5,000 from General Fund, second by vicars. On a roll vote, the following voted: Aye: Hall, Anderson, Waters, Warden, Vicars. No Nays.
Next was annual tax levy’s. Jeff said it is okay to read it one time since it is an annual ordinance. Jeff read Ordinance 2016-14 to levy a tax 1% for the volunteer fire department. a motion to pass was made by Anderson, seconded by Vicars. On a roll vote, the following voted: Aye: Hall, Anderson, Waters, Warden, Vicars. No Nays.
Next was annual tax levy’s. Jeff read Ordinance 2016-15 to levy a tax for the Firemen’s Pension 1.5%. a motion to pass was made by Hall, seconded by Vicars. On a roll vote, the following voted: Aye: Hall, Anderson, Waters, Warden, Vicars. No Nays.
Next was annual tax levy’s. Jeff read Ordinance 2016-16 to levy a tax for the General Fund 5%. a motion to pass was made by Hall, seconded by Vicars. On a roll vote, the following voted: Aye: Hall, Anderson, Waters, Warden, Vicars. No Nays.
Next was the annual audit review. Anderson said the audit looks good. Hall said that the council will continue to review all financial reports and minutes as always and ask questions as needed. The other council members agreed.
Ozark Housing Authority needs an appointment as Tiffany King resigned, because she moved. Mayor McNutt appointed Hope Morgan as her replacement. Anderson made a motion to accept Hope Morgan as the replacement, seconded by Hall. On a roll vote, the following voted: Aye: Hall, Anderson, Waters, Warden, Vicars. No Nays.
Next Mayor McNutt names the city of Ozark as a Purple Heart City and read a proclamation stating such.
Public Input:
Charles Ray White asked if land owners would pay the $1000 mutual aid fee or if the fire department would. McNutt said the home owner would. Mr. White also wanted to thank the water department for the great job repairing the water line break Sunday morning.
