The innovative development of the Republic of Uzbekistan in many ways directly depends on the development of priority sectors, including chemistry, biochemistry, gas and petrochemical industry (hereinafter referred to as chemical industry).The foundation created in the field in recent years can provide the potential of the chemical industry with stable growth dynamics for the next 3-5 years. However, in order to create a solid foundation for the long-term sustainable development of all areas of the chemical industry, it is necessary to accelerate the processes of transformation of the industry based on the most advanced foreign experiences.In order to strategically reshape the development of the chemical industry in the new conditions of the reform of the economy of Uzbekistan:The following key long-term directions of transformation of the chemical industry should be determined:technological transformation - creation of multi-stage value added chains from raw materials to finished products based on new capacities of production from domestic raw materials to semi-finished products, including organic synthesis and nanotechnology. In doing so, gradually reducing their export as raw materials by organizing deep processing of unprocessed raw materials (natural gas, industrial salts, cotton cellulose, acetic acid, etc.) resources in the territory of the country;transformation of the system of economic relations — first of all, putting an end to state intervention in the field of relations between producers of agricultural products and chemical industry enterprises and completely abandoning the old planning-distribution system.
Transformation of the system of property relations - by attracting private capital, including foreign investments, to the creation of new production capacities in the field, sharply reducing the state share in chemical enterprises and privatizing chemical industry enterprises, as well as preventing the interference of state authorities in the activities of enterprises;digital transformation - implementation of modern software systems in the field to manage the movement of financial, material and personnel resources, mark the manufactured products, introduce accounting systems based on international standards of financial reports;transformation of relations between science and production — establishment of a new system of mutual cooperation between science and production based on advanced foreign experiences in the organization of innovation processes, transfer of modern technologies;transformation of personnel training system - fundamental improvement of personnel training, retraining and qualification improvement system in the field, as well as provision of existing and newly established production facilities with highly qualified local and foreign specialists.The Ministry of Finance, the Ministry of Economic Development and Poverty Alleviation, together with JSC "Uzkimyosanoat" until June 1, 2021, based on the recommendations of the International Finance Corporation and consultants, timely coordination of reforms in the chemical industry, modern corporate management systems, submit to the Cabinet of Ministers the "Measures Plan for Step-by-Step Implementation of Reforms in the Chemical Industry", which provides for the introduction of information and communication technologies at all stages of production processes and sales of finished products.Starting from 2021, the "Open Cooperation Program on the Creation of Technological Clusters in the Chemical and Gas-Chemical Industry" (hereinafter - the Program), which mainly involves the involvement of private, including foreign investors and technological partners, in the creation of new production capacities ) should be introduced. In this:placement of new production capacities (projects) in clusters in areas adjacent to large technological complexes or on free sites based on tenders (competitions);consideration should be given to the creation of high value-added finished product production facilities based on chemical raw materials and semi-finished products.Note that the following technological clusters will be included in the Program:Production and adjacent areas of "Navoiyazot" JSC, "Kongirot Soda Plant" LLC, Ustyurt and Shortan gas-chemical complexes and synthetic liquid fuel production plant;after completion of the transformation and privatization processes, the production and adjacent areas of Ferganazat JSC and Fergana Oil Refinery based on the decisions of the competent management bodies of the societies.To attract foreign direct investments for further development of the chemical industry, diversification of the industry through deep processing of hydrocarbons and mineral resources, creation of new production facilities, and expansion of the types of products in high demand in the domestic and foreign markets. in order to:The list of investment projects included in the investment program of the Republic of Uzbekistan for 2021-2023 and whose implementation periods will be accelerated is in accordance with Appendix 1;the total cost is 1,176 million US dollars, of which 700 million US dollars will be financed by direct foreign investments and loans in 2021-2025. the list of 16 new investment projects aimed at organizing the production of new types of chemical products with added value is in accordance with Appendix 2;"Roadmap" on the implementation of investment projects aimed at diversifying production in the chemical industry, organizing the production of new types of exportable, import-substituting chemical products with high added value using the existing raw material base effectively ”.
"Uzkimyosanoat" JSC:Together with the Ministry of Investments and Foreign Trade, the Ministry of Economic Development and Poverty Alleviation, organize the preparation of new projects and proposals for inclusion in the Program on a systematic basis;together with the relevant ministries and agencies, ensure that by November 1 every year, an open competition for the selection of potential investors and partners for the implementation of the projects included in the Program is prepared and held, as well as proposals for new projects to be placed within the Program.A procedure should be established, according to which priority will be given to projects implemented with the participation of private and foreign investors, which provide for the deep processing of local raw materials and the organization of inter-sectoral cooperation, the production of export-oriented and import-substituting products.The Ministry of Economic Development and Poverty Alleviation, the Ministry of Finance, "Uzkimyosanoat" JSC, together with the relevant ministries and agencies, will coordinate with the needs of the development of raw materials potential and infrastructure of the republic until November 1, 2021, based on the recommendations of the International Finance Corporation and consultants. in connection with this, introduce the targeted program of strategic development of the chemical and gas-chemical industry until 2035 to the Cabinet of Ministers.In the development of this program, on the principle of clusters (technological chains), new capacities for the production of basic semi-finished products should be provided, mainly around raw material extraction and (or) preliminary processing enterprises. In this case, it should be pointed out that production capacities of final finished products can be established in any region of the republic based on the initiative of investors."Uzkimyosanoat" JSC, the Academy of Sciences, the Ministry of Higher and Secondary Special Education and the Atomic Energy Development Agency under the Ministry of Energy:submit to the Cabinet of Ministers the concept of establishing an innovative chemical scientific-production and educational cluster for the chemical industry (hereinafter referred to as the scientific cluster);involving international experts and companies, as an exception, on the basis of direct negotiations, until September 1, 2021, step by step, the material and technical base of the scientific cluster (academic buildings, laboratory facilities, residences for students and professors, necessary materials, equipment and inventories) for the construction of project solutions, as well as educational directions and training programs for the long-term development of the chemical industry Let it develop in integral connection with international trends.The composition of the working group on the establishment of a scientific cluster (hereinafter - the working group) should be approved in accordance with Appendix 4.The working group should be assigned the following main tasks:considering the project proposals and the list of objects to be built in the territory of the scientific cluster, including the engineering-communication and production infrastructure objects, and determining the sources of its financing;control of construction processes in facilities and prompt resolution of emerging issues;organizing control over ensuring timely financing of construction and effective use of allocated funds.The state commission for conducting tenders in the sale of state property, with the involvement of the International Finance Corporation, for a period of three months, the state in the authorized capital of "Fergonazot" JSC and a large share of "Uzkimyosanoat" JSC, as well as in the authorized capital of "Dehkhanabad Potash Plant" JSC. Ensure the approval of the "Roadmap" for the sale of a large share of Uzkimyosanoat JSC by November 1, 2021.Jointly with the Ministry of Development of Information Technologies and Communications of JSC "Uzkimyosanoat" until 2024, step by step, management and monitoring of production and management processes, financial, economic and organizational activities in JSC "Uzkimyosanoat" , introduce an automated system of control over the sale, delivery and use of manufactured goods.According to the request of the Ministry of Information Technologies and Communications Development JSC "Uzkimyosanoat", ensure the connection of chemical industry enterprises to high-speed data transmission networks.The following:Deputy Advisor to the President of the Republic of Uzbekistan G.K. Saidova - to effectively organize and coordinate the step-by-step implementation of transformation processes in the chemical industry, as well as timely identification and elimination of problems in this regard;First Deputy Minister of Finance O.Z. Nasritdinkhojayev - to develop and implement a strategy for the transformation of chemical industry enterprises, operational efficiency and the introduction of a modern corporate management system, their financial recovery, and the widespread introduction of market mechanisms in the sale of mineral fertilizers;Deputy Minister of Economic Development and Poverty Alleviation B.K. Abdinazarov - to develop a target program for the strategic development of the chemical and gas-chemical industry until 2035 and coordinate its implementation, inextricably linked with the potential of raw materials and infrastructure development of the republic;Deputy Minister of Investments and Foreign Trade Sh.A. Vafayev - to widely attract potential investors and direct investments within the framework of the investment projects developed and implemented for the development of the chemical and gas-chemical industry;Chairman of the board of "Uzkimyosanoat" JSC J.T. Mirzamahmudov - determined that he is personally responsible and responsible for the modernization and diversification of the chemical industry, the expansion of the export potential of the industry and the drastic reduction of the import volume by organizing the production of basic semi-finished and high-added-value chemical products, and increasing the economic efficiency of branch enterprises. Let it be.Some decisions of the President of the Republic of Uzbekistan should be amended and supplemented in accordance with Appendix 5.The chairman of the board of JSC "Uzkimyosanoat" J.T. is responsible and personally responsible for the effective organization of the execution of this decision.
