NOTICE OF RACE

RULES
|
1.1
|
The championship will be governed by the rules as defined in the Racing Rules of Sailing (RRS).
|
1.2
|
The East Wight Combined Clubs (EWCC) Sailing Instructions as varied by this notice of race will apply; they are available on the EWCC web site (www.ewcc.co.uk) and from the Bembridge Sailing Club (BSC) office prior to the day of the event. These change some rules in the RRS.
|
1.3
|
The Exoneration Penalty (with the minimum penalty changed from two to three places) and the Advisory Hearing and RYA Arbitration of the RYA Rules Disputes Procedures will be available. These procedures can be obtained from the BSC office and from the RYA web site (www.rya.org.uk/general/rulesdisputes).

1.4
|
The class flag and warning signal is flag B.
|
1.5
|
The Orange Flag will be used after a long postponement; it will be displayed 10 minutes before the starting signal with one sound signal.
|

The organising authority is Bembridge Sailing Club

|
SAFETY
|
3.1
|
Personal Floatation Devices
An adequate personal flotation device shall be worn at all times when afloat by all competitors
(a) aged under 18;
(b) when flag Y is displayed in accordance with rule 40. Flag Y may be repeated ashore.
This amends the preamble to Part 4.
Note: Swallow Class Rule C3.1 requires each boat to be equipped with a personal flotation device for each adult crew member to the minimum standard ISO 12402/5 (CE 50 Newtons).

3.2
|
Each boat shall carry in a waterproof pack at least two hand held flares, red or orange smoke.
|

|
ELIGIBILITY AND ENTRY
|
4.1
|
The championship is open to all boats of the National Swallow Class.
|
4.2
|
Whilst racing, the person helming the boat shall be a current full member of the National Swallow Class Association.
|
4.3
|
Eligible boats may enter by completing the attached form and delivering it, together with the required entry fees, to the BSC office by 18:00 on 27th June 2016.
|

|
FEES
The entry fee is £60.00 per boat. A late entry fee of £10.00 will be applied for entries received after pm 27th June.
|

|
INSURANCE
Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of £3,000,000.
|

|
REGISTRATION and SCHEDULE
|
7.1
|
All entries are to have registered by 19:00 on Friday 8th July 2016.
|
7.2
|

7.3
|
If the weather or other circumstances prevent the completion of the scheduled Championship series, the event may be rescheduled later in 2016. In a rescheduled event, the results of any completed race in the original event shall be included. However, all races shall be sailed in open water; Chichester Harbour below half-tide is not open water.

|
There will be a briefing for all competitors at 19:00 on 8th July 2016 at BSC.

VENUE
|
8.1
|
The racing area will be in the Eastern Solent. Courses will be Special Course 1 ("triangle, sausage, triangle") or Special Courses 5 or 6 ("windward, leeward") using inflatable marks.

9.1
|
The Low Point System of RRS Appendix A will apply.

9.2
|
Two races are required to be completed to constitute a series.
|
9.3
|
(a) When fewer than 4 races are completed, a boat's series score will be the total of her race
scores, with no discard.
(b) When 4 or 5 races are completed, there will be one discard.
|

In addition prizes will be awarded by Bembridge SC to the top 4 boats overall, and to others according to the number of entries. In view of the need to return to Itchenor on completion of the last race, prize giving will be arranged by the Swallow Class at a later date.
For age related trophies and prizes the relevant ages must be declared on the entry form.

RISK STATEMENT
|
|
Rule 4 of the Racing Rules of Sailing states: "The responsibility for a boat's decision to participate in a race or to continue to race is her alone."
Sailing by its nature is an unpredictable sport and therefore inherently involves an element or risk. By taking part in the event, each competitor agrees and acknowledges that:
(a) They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event;
(b) They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore;
(c) They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions;
(d) Their boat is in good order, equipped to sail in the event and they are fit to participate; (e) The provision of a race management team, patrol boats, umpires and other officials and volunteers by the organiser does not relieve them of their own responsibilities;
(f) The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances;
(g) Their boat is adequately insured, with cover of at least £2 million against third party claims.

DISCLAIMER
Members of BSC, their guests and visitors, use the Club premises and any other facilities of the Club entirely at their own risk and accept that:
(a) The Club will not accept any liability for any damage to or loss of property belonging to
Members, their guests or visitors to the Club.
(b) The Club will not accept any liability for personal injury arising out of the use of the Club premises, or any other facilities of the Club, or out of participation in any races or other activities organised by the Club, whether sustained by Members, their guests or visitors, or caused by the said Members guests or visitors, whether or not such damage or injury could have been attributed or contributed to or was occasioned by neglect, default or negligence of any of them, the officers, committee, Members or servants of the Club.

INFORMATION FOR COMPETITORS
1. Club House - all competitors are invited to use the facilities of BSC, during the Championships. Competitors will be deemed to be temporary members for the duration of the event, and as such, shall abide by all the Club's rules and traditions.
2. Moorings - moorings will be available at Under Tyne for all competing boats. A launch service will be provided from 16:15 until 18:30 on Friday 8th July (unless requested otherwise). Competitors using the Club slipways, pontoons and Colonel's Hard do so at their own risk and are advised to exercise the utmost care when doing so in view of the slippery and, at Colonel's Hard in particular, uneven surfaces.

4. Meals & Accommodation - likely meal requirements for the Championships should be entered on the back of the Entry Form. These must be confirmed and paid for on arrival. Limited B&B accommodation is available in Bembridge and a list of local addresses and members offering beds will be forwarded on request.
