partnership is a system of institutions and mechanisms that takes into account 
regional, municipal, sectoral and departmental specifics and is aimed at the 
interaction of partnerships in the form of an agreement, agreement, contract with 
mutual obligations, distribution relations, hedging of risks, involving joint 
activities subjects of market relations. With this approach, private business has 
an interest in investing and getting guaranteed profits. At the same time, the 
private sector is interested in attracting modern technologies, know-how and 
effective management to joint projects. At the same time, the state receives 
additional financing for joint projects and solves not only infrastructure 
problems, ensuring the efficient use of budget funds, but also achieves social 
stability. 
The above definitions of the concept of “public-private partnership” from 
various sources (these are the literary concepts that are most often found, these 
are the definitions adopted at the legislative level) generally give an idea of the 
nature and purpose of this form of interaction between the state and business. In 
general, the following definition can be formulated: public-private partnership is 
an organizational and legal form of cooperation at various levels of state power

and the private sector in order to implement socially significant projects 
consisting in the development of infrastructure of various sectors of the national 
economy, as well as in the provision of public services, in medium - and long-
term on mutually beneficial conditions. 
The  proposed definition of public-private partnership is quite functional 
and forms its basic features: 
- parties to public-private partnerships are the state and private business 
- relations of the parties are always fixed based on a legal document 
- the object of such a relationship always has a clear social orientation 
- relations of the parties are of equal character 
- in the process of implementing projects based on  public-private
