resettlement o f Russian people to the region in the near future was
provided, the imperial government and the governor general o f
Turkestan decided to give on each man o f a family on one dessiatina
o f the earth and to provide with a certain financial support.
By 1889 the number o f landless and land-poor peasants increased
in the region to such an extent that the Russian Empire adopted on
July 13,1889 the law supervising inflow o f country people on the state
lands. Then the resettlement policy for short term stopped, however
after the revolts o f 1892 in Tashkent and 1898 inflow o f the Russian
population increased again in Andizhan. As a result thanks to financial
support o f resettlement establishments the number o f the Russians
moved to Turkestan exceeded quantity arrived independently by 2-3
times, in some years this number decreased. For arrived to Syrdarya,
Samarkand, Zakaspiysky, Fergana areas from local population it
was withdrawn on 6000 dessiatinas o f the earth.
In the third column o f the monograph «Fight against Colonial
Agrarian Policy o f the Russian Empire in the Fergana Area» on the
basis o f sources from the scientific point o f view revolts o f peasants in
Andizhan and Osh districts, and also strengthening o f discontent o f
peasants by a colonial policy o f Russia in Kokan, M argilan and
Namangan districts are analysed.
O pposition o f indigenous people to a colon ial policy with
participation o f Muslim leaders* educated people, their performance
against great-power chauvinism are presented in different forms. In
this regard it is important to note aspiration o f the population first o f
all to preservation o f national spiritual life, the social management,
