The Western world’s earliest reaction to the unrest of minorities was to include them in the establishment’s education system. This is a sometimes grudging recognition that they had some right of access to schooling. As free education is extended to all citizens it is then for individuals to take best advantage of the opportunities offered. If individuals fail to do so, no blame could be attached to the education systems. There was no necessity to recognise the art and culture of the minorities, and in New Zealand, for example, there was active disapproval of inclusion of Maori language and art in school programmes.
